We have an opening for a Contractor Assurance System (CAS) Team Lead. You will be responsible for requirements management, assessment and issue management, metrics, trending and performance analysis, and serve as a key member of the Performance Assurance leadership team. You will interface with a broad level of managers across the Laboratory, LLNL Assurance Managers, engineers, scientists, the Livermore Field Office, and counterparts at other national laboratories. You will be responsible for representing the group in the planning and policy setting activities and providing management for the group including job assignments, training, mentoring, coaching and performance management. This position is in the Performance Assurance Group within the Office of Laboratory Oversight. This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home 2-3 days per week. This position will be filled at either the TSS.4 or TSS.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level. You will Lead and manage the contractor assurance team, providing direction, support, and mentorship. Monitor contractor performance against established metrics and standards, ensuring quality and safety. Provide expert technical knowledge to the Director’s Office (DO), Principal Directorates (PDs) and Livermore Field Office (LFO) regarding integrated assessment planning, performance measures, and ensuring complex planning across all functional and subject areas using innovative and independent judgement. Serve as the subject matter expert for categorizing and reporting requirements management as it relates to LLNL’s standards-based management system. Work collaboratively with managers and subject matter experts across the Laboratory to identify and manage issues, identify and implement corrective actions, and measure and report effectiveness. Help customers understand their current situation, visualize the future, identify gaps and opportunities, and formalize a strategy for improving the implementation of CAS programs. Identify areas for improvement in existing CAS programs and tools and develop and implement solutions. Prepare reports on contractor performance, compliance issues, and improvement recommendations. Develop and provide CAS related training Provide technical oversight and assessment guidance for all compliance requirements for facilities and operations. Provide technical leadership and strategic direction to all group members to ensure the successful execution of organizational mission and objectives, write performance appraisals, and provide training, mentoring and coaching. Establish and maintain client relationship at senior and program levels to provide free interchange of performance analysis-related information and reasonable and timely resolution of problems. Perform other duties as assigned. Additional job responsibilities, at the TSS.5 level Collect and analyze performance data and regularly report and review institutional performance against LLNL’s strategy, the DOE Performance Evaluation and Measurement Plan (PEMP), and contractual requirements. Promote and cultivate the excellence of team members and colleagues while supporting the Laboratory’s overall mission. Serve as organization champion in the direction of institutional scale projects using project management processes and tools. Develop creative solutions to highly unusual, complex and/or sensitive issues and resolve institutional and cross-directorate policy issues. Qualifications
Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. Bachelor’s degree in engineering or scientific discipline, or the equivalent combination of education and related experience. Significant experience working in the following areas of Contractor Assurance: issues management, requirements management, integrated assessment planning, Enterprise Risk Management, performance analytics (key performance indicators, metrics, and other indicators). Highly advanced knowledge in developing performance measures and providing interpretations of key metrics. Advanced knowledge of U.S. Department of Energy (DOE) orders, OSHA standards and state and federal regulations pertaining to issues and corrective action management. Advanced technical and organizational problem-solving skills and ability to recommend and develop solutions on a wide variety of environment, safety, health, quality assurance issues, and negotiate with senior-level managers on interpretation of requirements management assignments. Significant experience in decision making, communication, facilitation, and collaboration skills necessary to effectively present, explain, and independently advise and counsel management, external sponsors, regulators, reviewers, and stakeholders. Additional qualifications at the TSS.5 level Extensive experience developing, leading and executing strategic and operational goals and championing corporate scale projects. Expert knowledge to collect and analyze performance data, and review and report performance against an organization’s strategy. Highly advanced experience providing sound strategic and technical advice to management Subject matter expert in providing solutions to highly complex issues/problems Expert in preparing and delivering presentations to senior management and other leadership, both internal and external.
