We are seeking a dedicated and experienced Human Resources Manager to join our team at a small non-profit organization focused on making a positive impact in the community. This role is hybrid, requiring two days onsite per week in San Jose. The ideal candidate will bring proven experience in HRIS implementation or updates, labor relations with unionized staff, and prior experience working in a non-profit or government agency environment. Key Responsibilities: Supervisory Responsibilities: Recruit, interview, hire, and train new staff in the HR department. Provide support, training, development, and supervision to the People & Culture Coordinator. HR Administration: Support both transactional and strategic HR functions to meet organizational goals. Analyze workforce data to provide insights and recommendations for leadership. Monitor trends in productivity, retention, and engagement, and recommend interventions as needed. Develop and execute HR-related strategies to enhance workforce effectiveness. Oversee the employee onboarding process, including background checks, I-9s, W-4s, and benefit enrollment, ensuring data accuracy. Serve as the in-house administrator (“Super-Admin”) for the Paycom HRIS system, managing modules, reporting structures, payroll changes, leave tracking, and other system functionalities. Talent Selection and Onboarding: Collaborate with the Executive of People & Culture to design and implement recruitment, hiring, and retention strategies. Compliance / Policy / Procedure: Stay updated on HR trends, best practices, and changes to federal, state, and local employment laws, ensuring compliance. Maintain accurate employee records, including performance reviews, background checks, and references. Administer training programs on HRIS and benefits systems to employees. Assist with the review of benefits and employee assistance programs and recommend updates or enhancements. Labor Relations: Build and maintain strong relationships with union representatives and stewards. Identify and address labor relations trends and collaborate with managers and union stewards to resolve grievances. Foster positive long-term labor relations through proactive and collaborative strategies. Qualifications: Required: Experience with HRIS implementation or updates, specifically Paycom or similar systems. Required: Strong labor relations background, including working with unionized environments. Required: Previous experience in non-profit or government agency HR operations. Proven ability to supervise and develop HR staff. Strong analytical and problem-solving skills with a data-driven approach to HR strategy. Knowledge of federal, state, and local employment laws and regulations. Lean six sigma preferred
