Scope of Work The Department of Children and Families (the "Department " or "DCF ") is seeking qualified candidates that will assist the Office of Information Technology (OITS) in their daily operations, support, and enhancement services for the Florida Safe Families Network (FSFN) application. The services requested in the following eQuote will be procured in accordance with the Department of Management Services (DMS) State Term Contract (STC), entitled Information Technology Staff Augmentation Services, 80101507-21-STC-ITSA.

The Department anticipates needing approximately 8,425 hours to perform services to make enhancements to FSFN based on Modernization projects for Comprehensive Child Welfare Information System (CCWIS), Adult Protective Services (Client), and other enhancements/changes determined by the Department.

The Vendor will provide the Department with staff augmentation services to provide multiple positions.

2.1 Primary Job Duties and Tasks • Work with stakeholders and development team to determine requirements • Communicate changes, enhancements, and modifications verbally or through written documentation • Be perceptive, creative and a reliable problem-solver MULTIPLE POSITIONS - REQUEST FOR QUOTE • Be independently motivated to take end-to-end ownership of tasks • Ensure technology solutions align with business needs and strategic goals • Research, document, test, and leverage business solutions • Create deliverables such as activity diagrams, use cases, user stories, entity-relationship diagrams, test scripts, etc. • Verify requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards • Troubleshoot and resolve complex problems utilizing knowledge of software applications and configuration • Perform quality assurance / testing of products and solutions • Maintain procedures manuals, topic papers, build notes, and system documentation • Develop/program system enhancements • Support User Acceptance Testing (UAT)

2.2 Specific Knowledge, Skills, and Abilities (KSAs) ALL POSITIONS: • Bachelor's degree in Business Administration, Computer Science, Engineering, MBA or related field preferred • Knowledge/experience with Florida Safe Families Network (FSFN) preferred • Knowledge/understanding of FSFN technical architecture preferred • Experience using JIRA and Azure Dev Ops preferred • Experience using Rational ClearCase and ClearQuest preferred • Experience operating within an Agile development methodology • Experience in a technical business systems analyst position with a proven track record to work under pressure and deliver • Experience with Child Welfare applications and functionality preferred

Business Analyst(s): • Ability to understand customer requirements and translate these into solution specifications and system designs and communicate effectively with both technical and business team members • Ability to express complex technical concepts (APIs, Architecture, System Design) effectively to people of varying disciplines and levels within the organization • Proven ability to be motivate and drive cross-functional teams with attention to detail and strong negotiating skills with minimal direction • Excellent written and verbal communication skills, demonstrated initiative, strong work ethic, attention to detail, and a desire to succeed

2.3 General Knowledge, Skills and Abilities (KSAs) The submitted candidate(s) must be able to apply common knowledge, skills, and abilities in the following areas: 1.
