Responsibilities You will be responsible for overall program development and oversight of programming, planning, budgeting, and execution of assigned program goals and objectives. You will assist the Program Manager/Deputy Program Manager in independently resolving problems or issues impacting effective program execution. You will lead the development of product support solutions for submarine programs, ensuring that they are both effective and cost-efficient. You will lead and positively motivate others and be able to able to work collaboratively with a range of stakeholders, including engineers, manufacturers, and military personnel. You will oversee identification of resource requirements and development of strategies for program planning, budgeting and execution (PPBE). You will develop, acquire, and allocate resources to accomplish mission goals and strategic objectives. You will provide advice and guidance to render decisions on specific problems presented by subordinates. You will identify and resolve highly complex problems that cross organizational boundaries and promulgate solutions. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level, NH-03 (GS-12/13 equivalency), or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing or leading program development (e.g. programming, planning, budgeting, and execution) to streamline process and resolve complex issues for the cost-efficient enhancement or optimization of a submarine or ship program.
