(This job classification for this position is an Information Technology Specialist).****This position is GRANT FUNDED through the availability of capital funds annually****

**** This position is not a remote/telework position****The Communications and Technology Division, under the Regional Emergency Services and Communications Department (RESC), is responsible for the County's 911 program and all technology infrastructure that supports public safety communications in Broward County.

The E911 Section of the Communications and Technology Division is responsible for the implementation of lifecycle, strategic, and operational projects to enhance the overall call-handling process for over 1.3 million 911 and Text to 911 calls and over eight hundred thousand non-emergency calls annually by all Public Safety Answering Points (PSAP) in Broward County. The E911 section is committed to providing technology solutions to enhance the call processing environment and ongoing support for high availability associated with mission-critical systems at the PSAPs. E911 has established several key projects as top priority to transition from the existing 911 call delivery and call processing infrastructure to Next Generation 911 (NG911). General Description:This position will provide project management leadership over key E911 projects and assist with project activities associated with our Next Generation 911 project. The ITS - Project Manager will provide leadership in organizing, planning, and the execution of project management responsibilities for software integration, infrastructure, consulting services, and vendor integration projects. Project development and delivery requires compliance with established project management processes to ensure projects are delivered on time, within budget, and adhere to high quality standards to meet customer expectations.

This position is only funded through the availability of capital funds annually. This position will participate in all aspects of procurement (e.g... RFP, Bids, Contract Amendments, etc.) regarding the acquisition of hardware, software, consulting services, and professional services.

Duties and Responsibilities:Manages multiple cross-functional E911 projects of low to high complexity.Develop project plans, direct, and monitor work efforts on a daily basis, identifying resource needs, performing quality and risk reviews, and proactively take mitigative steps to reduce the potential impacts of risks. Serve as the single point of contact for all project management activities for assigned projects. Serve as the liaison with the PSAP operations and E911 staff for training and acceptance testing related to assigned projects. Provide Vendor Management to ensure that all vendors are meeting their project and contractual commitments. Participate in PMO meetings and process improvement updates for E911. Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers. Coordinates and communicates with stakeholders at all levels. Develop presentations to provide project updates to stakeholders at all levels of the organization Must possess extensive knowledge and expertise in the use of project management methodologies (e.g... Waterfall) and tools Must follow Change Management processes and proceduresMinimum Education and Experience Requirements:Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field.(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to area of assignment including related project management or closely related experience.

Special Certifications and Licenses:Possess and maintenance of a valid Florida E Class Driver's LicensePossess or eligibility to obtain basic CJIS Security Awareness Level 4 certification.

Preferences:Masters Degree or Higher in Computer Science, MIS, CIS, Business, or closely related fieldPMP, CAPM, or PgMP CertificationCertifications in Programming (e.g. C#, SQL, Java)Data Network CertificationsFour (4) years or more of experience with managing software development and vendor integration projectsThree (3) years or more working with vendors fulfilling vendor management responsibilitiesThree (3) years or more experience in procurement processes and procedures (e.g. RFP, Bids, etc.)Cross Functional Project Management experience
