Job Description

The Engineering Site Manager (ESM) will manage all engineering activities within a division, plant, works, or region of the company. This person will lead a diverse group of engineers in all phases of a project including, business case development, development engineering, execution, start-up and close out. The ESM will be responsible for developing and overseeing execution of the capital portfolio at their respective facility with overall responsibility to project safety, cost, schedule, and performance. The ESM will interact with operations and staff at their respective facility to determine the future capital projects. The ESM will also interact with corporate technology experts to determine alternatives/solutions to future requirements. The ESM will also provide an interface between plant project activities and operating and staff personnel as appropriate to oversee the scope of the project work requested, and to interface with everyday activities and special needs.

Additional Responsibilities

Serve as the Leader of the Engineering Team at a plant with oversight responsibilities for projects safety, design reviews, construction management, equipment quality, budget and schedule.Maintain and assign sufficient resources to implement and execute the capital plan.Coordinate efforts with the Site Operations Managers to identify and successfully implement engineering projects.Coordinate with Technology experts for market driven and commercial installations.Coordinate with plant accounting and financial experts to determine benefit analysisOversight responsibility for project development (Front End Loading) including cost benefit evaluations, alternative analysis', project estimates, funding requests, scope development and execution planning using a gated project delivery system.Accountable for meeting yearly Capital Liability and Cash Flow Spending per the authorized capital budget and portfolio of projects.Responsible for coordinating with the plants and Headquarters to develop a yearly Capital plan and maintain a five-year portfolio of projects.Accountable for successful completion of projects as designed within the Capital planResponsible for ensuring that project documentation is prepared by team members in a timely fashion to submit for approval as described in corporate policies.Responsible for developing and meeting spending targets for Engineering Operating Budgets.Ensure that contractors are adhering to USS contractor safety and environmental programs and policies.Provide guidance with contracting strategies including specification writing, vendor qualifications, bid evaluations, expediting, factory testing and payment management.Provide strong leadership, communication, and decision-making skills to make critical project decisions.Responsible to ensure all project objectives are satisfied as defined within the scope document.Assign or provide guidance on technical engineering services regarding equipment, processes, design disciplines, changes to regulations and industry design standards to the plants on request.Qualifications:

Bachelor's degree in engineering from an accredited university.Experience in project management of multi disciplined, small project. portfolios to large industrial construction projects ($1 - $100 MM).15+ years of experience managing projects including design, construction, project controls and management of multi-discipline engineering resources.10+ years of experience in leading cross functional teams of engineers, including management, hourly personnel and contractors.Experience with construction safety management and demonstrated safety leadership.Well developed communication, leadership, problem solving and analytical, and negotiation skills.Knowledge and proficient of Construction Industry Institute (CII) and Project Management Institute PMI) concepts a plus.Ability to function well in a team environment and act as barrier remover.Experience in project implementation following an established project delivery system.High ethical standardsKnowledge of engineering, procurement and construction and other project-related activities, their interfaces and interdependencies.Broad knowledge through significant work experience of industry design standards, basic construction techniques, and equipment specifications.Knowledge of basic project control techniques including critical path scheduling, resource loading, and cost control including earned value.Ability to resolve issues and solve problems throughout a project lifecycleEffectively lead project scope by minimizing change and ensuring any changes which do occur are properly documented and approved.Solid general knowledge of all areas of production at a steel manufacturing facility.BUSINESS CONTRIBUTION/IMPACT & LEADERSHIP:
