This position reports to the Director of the Financial Assistance Services Department and will be responsible for coordinating assigned program activities and operations within the department and with outside agencies. Provide necessary administrative support to the Financial Assistance Services Department Director. Perform duties and responsibilities of Director in his/her absence. At the direction of the Department director, the deputy director provides direction and executive support for overall management and operations functions, represents FASD on county-wide policy development workgroups, including legislative platform development. Provide executive support for internal and external stakeholder relationships. Manage and lead department efforts to develop and create a shared vision and process for development that improves economic growth and business retention and expansion that provides value to Ramsey County residents and is consistent with Ramsey County’s mission, vision and goals; assist with the overall vision, long-range strategic planning, leadership and direction of the Health and Wellness Service Team (HWST) and to perform related duties as assigned.Basic Function:

To plan, organize, direct, and manage a designated area of the Health and Wellness Service Team such as administrative services, field services, facilities or community relations in order to lead change, racial equity and reform work, program services, and performance measures of the assigned department, including but not limited to human resource management, department budget and fiscal services, purchase of services and grants administration, staff training, community relations, public and media affairs, department strategic planning, information services, department-wide policies and program planning and analysis and perform related duties as assigned. May perform duties and responsibilities of the director in their absence.

Flexible Workplace:

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.

Minimum Requirements:Promote a diverse, culturally competent, and respectful workplace.Create, promote, and lead methods to assess and sustain competencies and behaviors that promote diversity, inclusion, cultural awareness, racial equity, and a respectful countywide workplace.Administer and direct the delivery of services or programs, assuring high quality, culturally diverse and respectful service that meets the needs of the County’s residents.Foster an environment that builds trust, ensures all voices are heard and creates an intentional focus on reducing disparate impacts of systems and advancing racial equity.Coordinate and integrate the delivery of services or programs with related department, county, school, community organizations, and partnerships; ensure contracts with community organizations are culturally appropriate.Establish relationships with individuals and groups in the community for problem-solving, service coordination and mutual goal setting.Establish and sustain robust community empowerment processes and strategies including setting budget priorities and advancing policies and practices that serve all residents.Ensure that resources are used to accomplish needed outcomes and follow laws, rules, regulations, and practice standards.Develop, monitor, and administer a division’s annual staff and fiscal budget to adequately distribute resources required by legal mandate and good management practice.Participate in the development of strategic planning for the department in response to major environmental, financial, and legislative changes, as well as advances in professional knowledge and research, to maintain the efficient and legal management of the department and to identify appropriate process and outcome measures for departmental activities.Serve as a department representative during contract negotiations with collective bargaining agreements; research issues and conduct studies prior to negotiations to determine department’s position with respect to negotiations.Serve as liaison with the County Attorney’s Office regarding legal issues or litigation, involving inmates, probationers, employees, and the public.Participate in the overall management of the department through involvement in the director’s management group and individual consultation with other deputy directors to ensure consistency with departmental policies and procedures.As a member of the executive team, participate in the creation and implementation of the strategic plan and long-term capital plans.Represent the department in meetings with the County Board of Commissioners, other governmental agencies, and community agencies to resolve problems, explain policy decisions, and recommend changes to enhance services.Coordinate with divisions to manage capital construction projects within the department.Oversee the development of reports and analyses of complex issues related to the short- and long-range planning of the operation of the department to ensure timely, accurate and efficient response to trends and issues in corrections. Develop short, medium, and long-term capital plans.Manage and prepare the development of annual plans, including the Comprehensive Plan, and the biannual budget. Direct the development of reports and analyses of complex issues and decisions affecting the current and future operations of the department to ensure timely, accurate response to emerging issues.Education:

Bachelor’s degree in public administration, behavioral sciences, or business administration.Experience:

Seven years of administrative or managerial experience in an administrative services division. At least 5 years of the experience must be in a supervisory capacity with demonstrated skill in human resources, budgeting, planning and evaluation.Substitution:

Master’s Degree may substitute for two of the seven years of experience. Fourteen years of administrative or managerial experience in an administrative services division may substitute for the Bachelor’s degree.Certifications/Licensure:
