Functions

Responsible for the management, execution and reporting of the total ship Test program for OPC. Will be required to be proactive in communicating and coordination of production status, OEM support, Engineering, etc. to execute a robust test program.

Essential Duties and Responsibilities: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.Responsible for the integration, alignment and execution of a robust total ship test program including, but not limited to, the development of test processes and procedures for all areas, including interfaces to other Shipboard Systems, including Controls. Ensure test reports are submitted in the timeline required.Ship Test Lead is responsible for managing ALL testing on assigned OPC Hull, including Stage 2-7Ship Test Lead will work jointly with HM&E Test Manager, C5ISR I&T Manager, Preventive Maintenance Manager, Certification Manager and Training Team, to ensure alignment of test resources, tasking, milestones, etc. Coordinate production status with Hull Managers and Production.Shall work with ESG QA for proper OQE to ensure systems/equipment released to Test meet the installation requirements.Assist in identification and procurement of special test equipment.Assist Test Team in developing activation and commissioning procedures.Ensure Production and Hull Managers are focused on supporting program milestones and key events.Coordinate with Production Test, Program Test, Subcontractors, Material, Engineering, etc., to ensure the ability to meet Performance, Cost, and ScheduleWork with Production, QA, and Engineering to ensure 100% corrective actions, within the Test team, are completed. Apply all trial cards and deficiencies discovered during test/QA and ensure Test Trial Cards are corrected prior to the signing of DD-250.Experience overseeing Lock Out Tag Out (LOTO) coordination and watch standers.Perform other duties as assigned.

Supervisory Responsibilities:

May directly or indirectly supervise employees, contractors, and subcontractors assigned to the Test Dept. Travel is primarily local, although some out-of-area and overnight travel may be required.

Reporting Relationship:

This position will report to the Deputy Test Director.

Job Requirements

Qualifications

Education/Experience : Three or more years' experience in shipboard testing, developing procedures, performing test validation, verifying prerequisites, and turning documentation into deliverable test reports. Must be able to quickly understand basic system operation and integration with Controls Systems. Must be able to effectively troubleshoot issues and failures. Previous ship construction and test, or USCG/USN Service, with shipboard electrical experience. Experience developing test procedures using ABS NVR and Contract Specifications. Experience with integration of a test program into Program Integrated Master Schedule (IMS), starting with design through fabrication, construction, and delivery. Must be an excellent communicator to be able to understand issues, coordinate with required parties/departments, to come up with solutions to meet performance and schedule. Must be able to develop suitable metrics and able to present them to Senior Management, Customer reviews, etc. Experience with ship constructions Milestones required, Launch, fuel onload, Generator ILO, main propulsion diesel ILO, Dock Trials, Builder's Trials and Acceptance Trials. Experience with INSURV preferred.

Skills : Intermediate level Microsoft Word, Excel, PowerPoint, and Outlook experience. Ability to read and interpret documents such as safety rules, Company policies/procedures, and governmental regulations. Interpret contract requirements, specifications, and drawings into a comprehensive test program. Effectively present information, brief presentations, and respond to questions from senior management, employees, government officials, and the public. Effective written and verbal communication skills are required. Forge and sustain outstanding client relationships while managing multiple work streams. Work independently and as part of the project team while exercising diplomacy and tact. Rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports.

This job will operate in multiple environments, including a professional office environment, and Shipboard during each Ship's production, outfit, test, and delivery phases. Employees must be able to work in a ship production environment, including climbing, entering tanks and voids, etc., in all weather conditions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
