In this position, you will work closely and collaboratively with Missouri National Guard leadership to provide legal guidance in the areas of personnel administration and labor relations, contracting, budget and fiscal planning, accounting, and general policy analysis and interpretation.

Responsibilities:Advise on labor relations including negotiation of union contracts, human resources issues, and state personnel administration.Review existing and proposed law and policy and communicate the implications (both intended and unintended) of each. Review and contribute to analysis of fiscal impact for proposed legislation.Conduct research and prepare legal memorandums interpreting draft legislation, rulings, regulation, and policy for Department leadership.Draft and review administrative regulations, proposed legislation, and other legal documents.Review and offer recommendations to protect the State’s interests for all cooperative agreements.Maintain current knowledge of relevant legislation, case law, and administrative rulings as well as pending legislation and administrative regulations pertinent to the operations of the Department and the State, when applicable.Respond to open records requests and subpoenas.Work collaboratively with the Missouri National Guard Judge Advocate General, Department and division leadership to provide advice and representation.

Minimum Qualifications:Applicants must have a Juris Doctorate from an accredited institution and a current license in good standing to practice law in Missouri.5+ years legal experience, preferably in the area of administrative law, complex contracts, and in-house risk management.

Preferred Qualifications:Experience with federal delegated programs and associated agreements and contracts.Excellent oral and written communication, research, and problem-solving skills.Ability to apply legal principles and specialized knowledge to individual problems.Ability to work well with others and communicate effectively and diplomatically internally and with outside parties.Ability to effectively prioritize work and provide close attention to detail in finished work, even under tight deadlines.Successful background check results are required for employment in this position. This may include background checks involving a candidate's name and/or fingerprints and other screenings as needed for the specific position.
