Cotter is seeking an Engineer to observe and inspect civil construction projects to project schedule. Assignments may cover multiple functional areas and/or disciplines. The Engineer normally receives general instructions on routine work, detailed instructions on new projects or assignments. Work is reviewed for application of sound professional judgment. May provide technical direction to lower-level personnel.JOB DUTIES:Quality ManagementEnsure project conforms to contract plans, specifications and applicable standards.Perform field inspections during construction process to ensure design intent and specifications are met.Develop and manage completion of corrective action items.Prepare field measurements and quantity calculations.Review test results.Review contracts, plans, and specifications.Assist Resident Engineer/Construction Leader in the coordination of field activities.Advise Resident Engineer/Construction Leader of any deficiencies or issues.Cost and Schedule ManagementReview design and bidding documents.May be responsible for the initiation and preparation of change orders.May review contractors' payment applications, change orders, and equipment-vendor payment requests, making recommendations to Resident Engineer.Oversee construction progress and compare activities to approved project schedule and alert RE/CL of conflicts or delays.Contract AdministrationPrepare and maintain proper documentation of all project-related activities.Assist in project closeout both internally and externally.Review and process project correspondence.Assist in preparing weekly minutes as needed.QUALIFICATIONS AND REQUIREMENTS:Bachelor’s degree or higher in Civil Engineering.Engineer in Training (EIT) Certificate preferred or Professional Engineer (PE) certificate preferred.IDOT Documentation of Contract Quantities preferred.Active member of local engineer organizations preferred.Prior experience working with local public agencies preferred.Ability to use a computer, the Internet, and word processing, spreadsheet, and email software.REQUIRED COMPETENCIES:Flexibility and AdaptabilityAdjust to new or changing assignments, processes, and people.Demonstrate willingness to listen to other opinions.Provide examples of shifting from task to task.Learning OrientedShow readiness and ability to learn new concepts, processes, and tools.Use mistakes, failures, and successes as data for future development.Make use of publications, associations, and conferences in own professional specialty.Oral CommunicationsUtilize techniques to verify that a verbal message was received as intended.Use language appropriate to audience.Listen without defensiveness or excessive self-reference.TeamworkActively participate in team meetings.Demonstrate open, friendly, accepting, and supportive behaviors with team members.Fulfill personal duties and responsibilities assigned by the team.Problem SolvingIdentify and document specific problems and resolution alternatives.Help to analyze risks and benefits of alternative approaches and obtain decision on resolution.Facilitate reconciliation rather than divisiveness among individuals.Written CommunicationWrite documents that are correct in mechanics - spelling, grammar, punctuation, sentence structure.Describe characteristics of good and poor business or technical writing.PHYSICAL AND MENTAL REQUIREMENTSJob duties in an office setting require the following:Ordinary ambulatory skills sufficient to move throughout the office.The ability to exert up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects.Good hand-eye coordination; the ability to reach with hands and arms; and arm, hand, and finger dexterity, including the ability to grasp.Close visual acuity to use a keyboard, operate office equipment, prepare and review data and figures, and view a computer monitor.The ability to talk and hear.The ability to work in an upper level of a high-rise office building (Cotter Chicago office and some client offices).The ability to handle temperature changes consistent with inside environmental conditions.Mental abilities including remembering, reasoning, concentrating to remain on task, reading, problem solving, managing concurrent tasks, and the ability to understand and follow directions.Field duties require the following:Normal color vision.The ability to ascend and descend ladders, stairs, scaffolding, ramps, etc., using feet and legs and/or hands and arms.The ability to move across uneven surfaces and the ability to maintain body equilibrium to prevent falling on uneven or slippery surfaces.The ability to stoop, kneel, or crouch.The ability to stand for sustained periods of time.The ability to work in confined spaces and narrow passageways.The ability to work in high places.The ability to handle outside environmental conditions including extreme heat, extreme cold, loud noise levels, fumes, odors, dusts, gases, and oils.
