The GM must have all the necessary authority and autonomy over operations to locally make decisions including those with subcontractors, vendors, and suppliers subject only to decisions by the Authority's Executive Team.Supervisory Responsibilities:

All Key Management Personnel report directly to the GM, including 3 subordinate Assistant General Managers (AGMs) who will be closely mentored and trained to become qualified to step into the role of the GM.Duties/Responsibilities:

Serves as Contractor’s liaison with the Authority, primarily its Contract Manager, and must be available to attend Authority Board meetings regularly when required.Must attend a weekly (or sometimes daily) service performance review meeting with Authority staff and be available at other reasonable times to consult with representatives of the Authority.Responsible for the performance of all Key Management Personnel, as well as subcontractors, suppliers, and vendors.Manage and direct the bundled contract commuter operations of the Southern California Regional Rail Authority providing rail service in a multi-line, mixed commuter, intercity passenger, and freight environment.Manage Assistant General Manager direct reports, who oversee management, technical, administrative, and exempt staff, and manage approximately rail maintenance and operations, craft employees working under multiple collective bargaining agreements.Manage subcontractors, suppliers, and vendors so their presence is largely transparent to the Authority.Ensure safe, efficient, on-time performance, personnel, and equipment availability, and a “customer first” service.Other duties as assigned.Skills/Abilities:

Strong written and oral communication skills.Ability to make presentations to Senior Leadership, Governing Boards, and public stakeholder groups.Excellent management and leadership skills.Ability to organize work effectively with strong attention to detail.Proficiency with Microsoft Word, Excel, PowerPoint, and other Microsoft Programs to establish meaningful key performance metrics, monitor, and make decisions based on facts and trends.Knowledgeable with the application of new technology to improve efficiency, safety, and reduce costs.Proven management experience and skills managing subcontract, supplier, and vendor contracts to achieve best value, favorable life cycles, high-quality products, and services in a timely manner.Labor relations experience, labor contract negotiations, and experience resolving grievances.Managing operations and maintenance in a complex Railroad Networks environment and identifying best industry practices to resolve problems and improve Network performance.Ability to place oneself in the customer and stakeholder’s shoes and establish practices, policies, and management to provide superior customer and stakeholder experience.Ability and prior proven skills in developing and establishing programs, practices, standards, and procedures for passenger safety, rule adherence, operating schedules, and training.Education and Experience:

Bachelor’s Degree in Transportation, Business Administration, Engineering, Construction, or related field—or equivalent experience. 20 years of broad and deep, progressively responsible experience covering most facets of railroad operations, maintenance, engineering, contract, and project management. At least five years in a Senior Management/Leadership capacity for a FRA Regulated, Class 1 or Commuter Railroad with territory, service, complexity, and challenges.Other:

Must have a valid California Driver’s License with a good driving record of no more than 2 points and no DUIs within the last 3 years.Pass e-rail safe background check.Must be able to pass a pre-employment physical examination including a drug test.Good understanding of 49 CFR 200 – 299.Requirements:

Physically able to conduct inspections and carry equipment used for inspections.Prolonged periods of sitting at a desk and working on a computer.Must be able to lift up to 50 pounds at a time.Must be able to work outdoors in all weather conditions.Salary Range:

$154,000.00 to $211,750.00 depending on experience/qualifications.
