The Full Pay Range for this EMS Band is $95,382-$165,120 (Full band range) annually. Compensation decisions are determined using factors such as job-related skills, experience, and education or training. The Department of Labor & Industries (L&I) is a diverse state agency dedicated to the safety, health, and security of Washington's workers. We help employers meet safety and health standards and inspect workplaces when alerted to hazards. As administrators of the state's workers' compensation system, we are similar to a large insurance company, providing medical and limited wage-replacement coverage to workers who suffer job-related injuries and illness. Our rules and enforcement programs also help ensure workers are paid what they are owed, that children's and teens' work hours are limited, and that consumers are protected from unsound building practices.

Insurance Services is the largest division within the agency and administers one of the premier workers’ compensation organizations in the nation serving over 3.8 million employees working for 260,000 employers.

We are looking for someone to join our team as the Chief Policy Officer (CPO), which is a member of the Insurance Services leadership team. This position supports the mission of the agency by managing the division’s legislative agenda, policy work, and rule modification and implementation to ensure successful legislative sessions and a strong and robust workers’ compensation system.

If chosen for this opportunity, you will work directly with the Assistant Director (AD) and Deputy Assistant Director (DAD) to communicate policy and legislative strategy throughout the division. In collaboration with division and agency leadership, you will also be responsible for the development of policy, rules, and legislation affecting Insurance Services, by identifying and implementing new legislation and policy while serving as an expert resource and a participant in initiatives related to the division and the agency.

Some of what you’ll do:Serves the agency in the following capacities: division liaison to the Office of the Attorney General (AGO); committee member for L&I/AGO policy and litigation control committee (PLCC); voting member for Insurance Services policy council; director's designee for specific industrial insurance legal issues.Oversees the Legal Services program, which includes claim appeals, third party, structured settlement, vocational dispute resolution, and policy and rules.Division liaison to the Board of Industrial Insurance Appeals (BIIA) - participating in BIIA stakeholder engagement quarterly meetings.Serves as a liaison for key business and labor stakeholders regarding policy matters by providing technical assistance when drafting legislation or administrative code.Ensures high quality legal services on workers’ compensation matters by interpreting emerging case law, providing legal opinion, and handling appeals and protested claims.Leads and coordinates legislative analysis and participates in discussions of proposals on bills that impact the division. Performs long range planning for complex legislative and political issues.Builds and maintains positive and effective working relationships with external and internal stakeholders. Establishes and maintains strong, collaborative relationships with management and teams within the division and agency and advises on a variety of policy issues.Leads professional staff by providing legal analysis and sharing Assistant Attorney General (AAG) recommendations for strategic and business planning, budget/finance, legislation, and rulemaking.And much more!Required:

A Juris Doctor degree and an active member in good standing with the Washington State Bar Association.A minimum of five years of knowledge and experience in public policy, working with and communicating with legislators, and in providing counsel on policy, litigation, and regulatory matters.A minimum of five years of knowledge and experience in workers’ compensation, preferably Washington State.

Agency authorizing environment, political environment, multiple program statutes, and each of the program’s legal processes, and Washington Administrative Codes.L&I’s work functions, current controversies, and employee policies and procedures, current collective bargaining agreements and principles of labor and management relations, fundamentals of Human Resource planning, Washington State personnel system, and Americans with Disabilities Act.Industrial Insurance policies, procedures, and precedent-setting court cases affecting Industrial Insurance Principles of leadership, management, and supervision.Computer software and hardware applications.
