The Full Pay Range for this WMS Band is $79,944 - $142,512 (Full band range) annually. Workers’ Compensation System Modernization (WCSM) Deputy Project Director

position is located within the Department of Labor and Industries (L&I’s) WCSM Project Office and reports directly to the Deputy Director of L&I who is the Executive Sponsor for the WCSM Project. The WCSM project is the largest of L&I’s portfolio projects and will have significant impact on the citizens of Washington State.The WCSM Project Office is working towards the goal of successfully replacing and implementing the new workers’ compensation computer system and streamlining our business process at L&I. This is an integral position and directly supports the agency’s strategic goal #3, “Make it easy to do business with L&I and our mission “To Keep Washington Safe and Working.”In this role, you will use your unique vision and approach to lead our agency through significant change. You will provide leadership, oversight, coordination, prioritization, and management of the WCSM Project Office Manager and Project Office. You will be responsible for directing the operations and internal business readiness and change management of a multi-year modernization project including its budget, staff and contractors. Provide mentoring and coaching to ensure they have the knowledge and skills required to manage the project.Conduct and provide quality reviews of projects managed by WCSM project to ensure quality of project management processes and outcomes.Ensure all WCSM projects and workstreams are managing and documenting project information and knowledge to ensure transparency of project status, risk and decisions.Provide strategic leadership and direction, ensuring the implementation of new business system functionality satisfies critical business requirements and user expectations.Oversee and execute assigned vendor contracts, which include direct vendor management and contract administration.Responsible for the development, communications, and execution of the business readiness and change management strategy and plan.Primary point of contact for receiving and responding to questions and inquiries from internal stakeholders.Primary responsibility for project reporting.And much more.Required:In addition to the qualifications listed below, the incumbent is expected to be an expert in both business and technology division priorities to comprehend and appreciate the unique perspective of subject matter experts to understand how to blend the two in order to form a balanced and integrated project team.At least

seven (7) years

of demonstrated experience with:Mastery of strategic planning and leadership skills and expert skills conveying complex subject matter to Executive Leadership and stakeholders who may have varying degrees of knowledge about technology projects and agency business operations.Expert in effective management of interpersonal relations to build strong, trusting relationships with and amongst the project team, Executive Steering Committees, Executive Sponsors, Executive Leadership and authorizing environment (e.g. OFM, WaTech, Legislature, etc.) and business and labor stakeholders both internal and external.Mastery managing large and diverse projects with multiple subprojects and/or managing large organizations with a focus on strategy and executive leadership skills.Expert level experience with multiple project management methodologies.Professional mastery as a senior level project manager in a highly complex organization applying advanced principles of management including:

Organizational change management.Budget development and management.Contractor management.Negotiations, conflict resolution, consensus building, interpersonal relations.Human resource management principles.Commitment to and champion of diversity, equity and inclusion.

Desired:Hands-on experience leading all aspects of large-scale business-centric technology system implementations that require the incumbent to build a united vision and trust for the direction of the project and to form and deploy "blended" work teams comprised of both technology and business employees.Working directly for or in the field of Information Technology or in an IT support organization, managing and deploying technology and business oriented contracted resources and assigning senior project managers to lead complex work streams.Planning and leading large-scale multi-year high-risk business-system modernization efforts and/or IT system replacement projects.Leading, guiding, and managing complex multi-vendor procurement efforts and high-cost high-risk vendor contracting activities.Have an in-depth understanding of the applied principles and practices of project management, IT system deployment and rollout practices. Managing business/technical requirements and traceability matrixes, data migration and conversion practices. System/Software Development Lifecycle (SDLC) management, system defect tracking, system/user acceptance testing, and implementing "business user" support structures and process in advance of and after system "go live and cutover".Organizing and leading both "organizational" and "operational" change management, enterprise level communication planning, and facilitating complex hybrid work teams. Ability to lead and motivate diverse groups of people toward accomplishing an ultimate goal or objective.Implementing standardized and mature project methodologies and governance structures that need to cross diverse business programs and divisional boundaries who are already managing competing operational workload demands.Extensive experience breaking down projects with very large scope into smaller and logically organized pieces and phases, developing "integrated project schedules" and complex budget management tools, and performing advanced resource planning and forecasting for staff work stream deployment.15 years' of experience executing large-scale business and technology projects and/or projects with similar scope within the Washington State government environment and working in an environment of high project scrutiny and oversight by such entities as OFM, WaTech, Technology Services Board (TSB), legislative, External Quality Assurance, etc.We understand that some potential applicants are less likely to apply for jobs unless they believe they meet every one of the positions functions, skills and qualifications.
