The Washington State Department of Corrections is seeking an enthusiastic strategic thinker to join the Information Technology Management team as the Electronic Health Records (EHR) Program Director! This role may represent DOC on committees or special projects as assigned by the DOC Secretary or DOC Deputy Secretary.Assuming responsibility for the oversight and directing of technology-based innovation projects and process improvement efforts which affect aspects of DOC’s business, including the statewide implementation of an electronic health record.Facilitating project governance and/or steering committees (which may include the DOC Secretary, DOC Deputy Secretary, Assistant Secretaries, OFM and Governor’s Policy staff) and disseminate information to support decision making.Assembling presentations and present project updates, overviews, and status reports. Set direction for project teams, initiate meetings with stakeholders and develop good rapport with all staff and partners.Serving as a subject matter expert in health informatics and strategically drive program initiatives and projects to meet industry standards.Collaborating closely with the HHS Coalition and HCMACS Program including internal partners such as the Washington State Attorney General's Office and DOC Contracts and Legal Office as well as external contractors, consultants, and vendors.Managing procurement activities as needed for projects. Identify products or services needed, facilitate make or buy decisions, develop a plan of acquisition, type of contract, and decision criteria.What we need (required qualifications):Minimum 15 years of related experience or training in the healthcare field.Minimum 10 years required of health informatics design and development experience with major electronic health record systems to include implementation, optimization, and specialization (multiple positions held in varying roles and responsibilities preferred).

Can be gained concurrently with 15 years experience, as noted above.ORBachelor's Degree in Health Administration, Information Technology, or related field, year for year.In addition to:Education and experience in healthcare program management, consulting, project management, strategic planning, and/or business development.Education and experience in healthcare operations management, to include maintaining CMS (Centers for Medicare and Medicaid Services) conditions of participation and accreditation by external bodies such as the Joint Commission.Ability to lead and communicate with multi-disciplinary and multi-professional teams to gain consensus.Ability to maintain relationships among internal and external stakeholders to include vendor and consultant contract management.Demonstrated ability to be innovative and creative. An initiative-taker and team player with the ability to build trust with the internal and external stakeholders.Must possess strategic critical thinking and analytical skills with ability to develop and assess strategic, business, analytics, financial and marketing plans.Exceptional written and verbal communication skills, consensus building, meeting facilitation, conflict management, and process mapping.Experience with quality/process/operational improvement and project management as it relates to project performance.Ability to plan, organize and manage multiple projects and priorities simultaneously.Familiarity with LEAN strategies and developing proficiency in LEAN processes outlined by the Office of the Governor.Proficient in Microsoft Office tools (Word, Excel, PowerPoint, Visio, and Project).One of the following certifications: LEAN certification (healthcare specific experience preferred), Project Management Professional (PMP) certification or equivalent.What will make your application stand out (preferred qualifications):Master's Degree in Health Administration or equivalent education/experience in related field.Understanding of DOC's mission, programs, and systems.Knowledge of IT related procurement and contract processes including management of consultants.Proficiency in SharePoint Usage.Vision:

Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.
