Special Agents Mutual Benefit Association (SAMBA) – located in Rockville, Maryland, is a not-for-profit employee benefit association. Founded in 1948, SAMBA’s mission is to provide comprehensive health, dental, life and other insurance programs to active and retired employees of the federal government.

SAMBA is seeking to fill a new full-time position as a Human Resource Director for our organization.

Job Description Overview:

The Human Resource Director will provide strategic human resource leadership by leading various human resource initiatives, programs (i.e. Learning and Development, Recruiting and Talent Acquisition, Performance Management), providing compliance advisement, employee relations, and educating leaders on relevant employment law updates and practices applicable to the business. The candidate must maintain their expertise in current professional practice to make appropriate decisions in the course of their work, they must have knowledge of general economic and recruiting trends and best practices to quickly determine how that may impact our recruitment strategy. This person will play a critical role in shaping our workplace culture, developing our people strategies, and aligning HR initiatives with organizational objectives and values.

Duties & Responsibilities:

Bridges management and employee relations by addressing demands, grievances or other issues.

Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.

Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

Examines internal operations and identifies gaps. Provides best practices for workflow, efficiency, cost containment and attainment of goals.

Collaborates in writing additional policies and procedures as needed; develop training materials as needed.

Monitors and ensures the organization’s compliance with all applicable labor (or employment) laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.

Required Skills/Abilities:

Ability to adapt to the needs of the organization and employees.

Thorough knowledge of employment-related laws and regulations.

Proficient with Microsoft Office Suite or related software.

Proficiency with or the ability to quickly learn the organization’s HRIS and management systems.

Education and Experience:

Bachelor’s degree in Human Resources, Business Administration, or related field.

At least five years of human resource management experience required.

Experience with a government contractor is a plus.

SHRM-CP or SHRM-SCP highly preferred.

Schedule & Benefits:

35-hour work week, Monday thru Friday.

Work Location: In office.

Salary expectations:

From $125,000 a year.
