Job Responsibilities

SCPRT operates state parks, markets the state as a tourist destination and provides grants for parks, recreation and tourism development.

Job Purpose and Duties:

Under the Supervision of the Application & Reporting Manager this position fills a key role in the design, coding, development, testing, and implementation of software systems using industry standards for development. May perform research into feasibility of new designs, solutions, and proposed implementations. Develops prototypes used to evaluate future work. Works with staff outside the department in order to support requirements gathering, design discussions, and troubleshoot issues, designs and developments.

1) Identifies and addresses recurring problems and assists in the development and execution of business process best practices across the agency. May function as a technical liaison for End Users. Assists with developing standards, methodologies, and procedures for programming. May formulate and implement monitoring systems procedures and work plans. Responsible for the preparation and modification of technical and business documentation.2) Assists with the management of the agency's databases, websites, and business applications. Ensure the security of corporate data and confidentiality by coordinating with Network and Infrastructure staff on the installation of software updates and security patches as required.3) Participates in the selection of database and application software development tools. Monitor the Information Technology marketplace to identify new development tools that will aid in the development and support of IT applications. Attends technology conferences and or educational opportunities to stay informed of advancements and changes in application development.4) Practice and promote teamwork within the office of Information Technology, throughout the agency and with external agency stakeholders; represent the office as an active member on agency teams assigned throughout the year. Abide by the Agency Code of Conduct.

Minimum and Additional Requirements

A bachelor's degree in computer science or management information science or an associate degree and two (2) years' experience in computer system development, modification, maintenance and/or computer programming; or a high school graduation and five years' experience in computer system development, modification, maintenance and/or computer programming.

Additional Requirements:

1) The incumbent must possess a valid SC driver's license. Position may require work beyond the 37.5 hours work week, including nights, weekends, and holidays. Must carry a mobile communications device, if provided. Must be able to work during emergency/disaster events, including hazardous weather. Work may be required on-site or remote or a combination of both. Position will require some in-state travel, may require overnight travel.2) Moderate application-level knowledge of capabilities, programming techniques, and intricacies of information systems. Moderate knowledge of computer languages. Moderate application-level ability to write and revise computer programs. Moderate application-level ability to understand and carry out technical instructions and requests. Moderate application-level ability to analyze and reduce to logical order complex technical data. Ability to communicate in a clear and concise manner. Knowledge in relational database development and enterprise database administration such as MS SQL Server. Knowledge of ASP.NET framework (C#), Javascript, HTML, CSS. Excellent oral and written communication skills. The ability to establish good working relationships with management, peers and customers.3) Must possess a valid driver's license.Additional Comments

Actual Job Location: SCPRT Central Office.

Monday-Friday, 8:30-5:00 with occasional instate travel.
