Deputy Director of Lean Analytics

The Deputy Director of Lean Analytics will develop and reinforce a mindset of continuous improvement and lean strategy as a critical element in building and sustaining a world-class transit agency. With a data-driven focus on increasing organizational productivity and decreasing costs, the Deputy Director ensures reliable and safe service as well as overall MBTA success. The MBTA has launched an organization-wide lean effort and needs a Deputy Director to manage further integration and accountability. This position will report to the Director of Lean Strategy and lead analytical and project management activities, as well as support facilitation of lean events/programs.

To ensure the MBTA is staying on top of the latest trends, both in transit and other related industries, it will be critical for this position to maintain strong working relationships within the organization and with external transportation entities or continuous improvement/lean sectors.Responsibilities:

Identify key data sets and benchmark sources and create new qualitative and quantitative data sets through time studies, observations, interviews, and other sources.Develop and execute high-level, detailed analytics and descriptive statistics in low data environments, then determine when each analytical approach is ideal for each situation.Build financial and operational cost models to identify and understand key cost drivers and sensitivities.Build program and initiative-level models to calculate ROIs, payback periods, and other components of cost-benefit modeling.Work with key stakeholders and cross-functional teams to understand implications and interpretations of underlying data, and identify opportunities for improvement, simplification, and cost reduction.Develop dashboards that communicate complex data that are easy to interpret, and work with multiple stakeholders to maintain and evolve dashboards.Work with departments to implement and track the impact of Lean initiatives, including identifying roadblocks and root causes and developing solutions in tandem with Operational leadership.Design and lead Lean implementation projects, across both internal MBTA staff and third parties, to realize improvement opportunities.Map key business processes and identify areas of improvement, simplification, and cost reduction.Support Lean Liaisons or similar Lean Champions on their individual projects, and ensure any new projects selected relate to department's strategic goals.Develop robust working relationships with a diverse set of internal MBTA and external stakeholders.Perform any additional assigned tasks involving data cleaning, data analysis, qualitative and quantitative analysis, and writing and proofreading proposals and project reports.Participate in team meetings, staff meetings, organization events, and other duties as necessary.Respond to customer, vendor, and coworker inquiries in a courteous and professional manner.This position will work primarily in an office environment with occasional trips into the field to inspect/observe projects or other infrastructure conditions, including visits to stations, the right of way, and other work sites.Perform all other duties and projects that may be assigned.Minimum Requirements:

Bachelor's degree from an accredited institution.Five (5) years of full-time, ten (10) years of part-time, or a combination of experience in quantitative analysis, operations, manufacturing, project management, or other related field.One (1) year experience in implementing large-scale projects or people management.Highly organized with the ability to manage time, resources, people, and multiple projects simultaneously.Excellent communication, analytical, and presentation skills with the ability to obtain buy-in from key stakeholders at all levels of the organization.Ability to conduct program analysis, identify Key Performance Indicators, and build management dashboards.Demonstrated data-driven decision-making skills and a willingness to make test-and-learn hypotheses.Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.Experience packaging complex projects for executive-level or similar presentations.Excellent customer service skills, providing internal and external customers with a courteous and professional experience.Advanced expertise in MS Word, Excel, and PowerPoint -

MBTA Excel assessment may be required.Demonstrated ability to think strategically and work in a team environment.Demonstrated ability to work effectively with a diverse workforce.Preferred Experience and Skills:

Experience in transit or transportation.Experience with both operational and financial data sources and analytics.Experience with PeopleSoft/FMIS or other financial or ERP software.Substitutions:

A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.An associate degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.A master’s degree in a related subject substitutes for two (2) years of general experience.A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
