Capture and Proposal Manager

to lead and manage our entire proposal development process in the federal government contracting space. This position requires a professional who can independently handle all aspects of capture and proposal writing—from opportunity identification to proposal submission. This is a hands-on role ideal for someone who thrives in a dynamic, fast-paced environment and is motivated by the opportunity to influence and contribute to the growth of the business. This is a hybrid position requiring the candidate to visit the corporate office in Fairfax, VA on a monthly basis or as needed.Key Responsibilities

End-to-End Proposal Development:

Manage the full lifecycle of federal proposals, from identifying and qualifying opportunities, to writing, editing, and submitting compliant, high-quality proposals that effectively communicate Pivot Path Solutions' value.

Capture Management:

Collaborate closely with company executives to develop and refine winning strategies for potential opportunities. Conduct research on potential government contracts, perform competitive analysis, and gather intelligence to shape capture strategies. Work with leadership to identify key pursuits and partnerships, while independently driving capture efforts through to proposal development.

Proposal Writing:

Craft compelling and compliant proposal sections, including executive summaries, technical volumes, past performance, and management approaches. Tailor content to reflect the company’s capabilities and win themes.

Compliance and Document Management:

Ensure all proposal submissions are accurate and comply with solicitation requirements and federal regulations. Maintain responsibility for formatting, editing, and assembling final documents.

Content Creation and Reuse:

Develop and maintain a library of reusable content such as past performance citations, technical approaches, and resumes. Continuously update and improve proposal materials for future opportunities.

Opportunity Research:

Conduct thorough research on potential government contracts, evaluate RFPs and RFIs, and recommend pursuit decisions to leadership based on alignment with the company’s strengths and strategic goals. Sufficient experience using various tools and websites to identify and research opportunities, such as SAM.gov, GSA eBuy, GovWin, GovTribe, agency forecasts, and other relevant federal contracting resources.

Proposal Coordination:

Serve as the single point of contact for all proposal-related activities, including coordinating with any subject matter experts or external partners as needed. This role requires full ownership of the proposal process.

Market and Competitive Analysis:

Conduct competitive analysis and gather market intelligence to shape winning strategies for new business opportunities.

Document Submission:

Manage the logistics of proposal submissions, ensuring that all requirements are met, and submissions are timely.

Qualifications:Bachelor's degree in English, Communications, Business Administration, or a related field.A minimum of 10 years of experience in proposal writing and management in the federal contracting industry.Demonstrated success in managing and winning proposals, particularly those of significant size and complexity.Excellent written and verbal communication skills, with a keen eye for detail and the ability to articulate complex ideas clearly and persuasively.Strong project management skills, with the ability to manage multiple proposals simultaneously and meet tight deadlines.Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management tools (e.g., SharePoint, Salesforce, or similar platforms).Knowledge of proposal best practices and methodologies (e.g., Shipley, APMP) is highly desirable.Ability to work independently and as part of a collaborative team.What We Offer:Pivot Path Solutions strives to attract, motivate, and retain the best people in the industry.
