Job Description:The Nebraska Public Service Commission is an agency of thoughtful professionals committed to advocating for the public we serve and industries we regulate. The Commission seeks a detail-oriented, dedicated, self-motivated individual for the position of Program Analyst to provide support to the State 911-Department.

Obtain and review information necessary to calculate monthly program payments to Public Safety Answering Point call centers, including review of funding models, review of project invoices, and any other supporting documentation necessary for funding authorization.Manage the audit process conducted for Public Safety Answering Point call centers and Wireless Carriers to ensure compliance to receive State funds.Review varied financial information filed by companies and Public Safety Answering Points. Ensure compliance of all required filings, including communicating with regulatory and financial staff to obtain resolution of issues.Analyze remittances into the state 911 program to monitor issues that may require follow up with telecommunication carriers.Manage annual audit program for 911 remittances and examine procedures related to the carrier remittance process.Requires strong communication skills to communicate with State and Local Officials and representatives of telecommunication carriers.Extract, compile and analyze financial data to prepare or facilitate the preparation of standardized or recurring reports. Participate in analyzing and forecasting funds and provide recommendations to management to assist in planning and administering funds.Posts data to ledgers, journals, and worksheets to establish adequate tracking measures and maintain records of financial transaction.Interprets appropriate federal and State laws, rules, regulations, and standards to ensure compliance and efficient operation in accordance with prescribed accounting principles, theories, and concepts.Other duties as assigned.

Schedule:

8:00 am - 5:00 pm, Monday - Friday; flexibility available to promote work-life balance.

Hiring Rate:

$55,000 - $60,000 per year, salary is negotiable commensurate with experience.

Requirements / Qualifications:

Minimum Qualifications:

Bachelor's degree in business administration, finance, accounting or directly related field. Proficiency with MS Office, expertise with Microsoft Excel. Must have strong verbal and written communication skills. Experience and relevant certifications may substitute for education on a year-for-year basis.

Preferred Qualifications:

Bachelor's degree in business administration, finance, accounting or directly related field, and two (2) years of related professional work experience, including experience with project management, policy analysis, financial analysis and/or auditing. Experience with Adobe Acrobat Standard/Professional.

Knowledge, Skills, and Abilities:

Knowledge of:

The techniques of policy and program analysis; conducting research on complex technologies or issues; company financial statements and financial analysis; Microsoft Office products.

Skills in:

Research methods/techniques; conducting independent research; communicating/presenting information to individuals and groups; listening to/understanding/explaining complex information; strong analytical/problem solving skills; comprehending information conveyed in a document or report.

Ability to:

Communicate effectively both verbally and in writing to exchange factual information findings and conclusions; explain complex processes and interpret state and federal regulations as it pertains to this position; identify trends and critical elements in program and demographic data; prioritize work and meet deadlines.
