About the Position

This is a full performance level professional position responsible for performing day-to-day human resources, payroll, risk management, and training functions for the Agency. The position serves as a consultant to management on human resources related issues and provides guidance on disciplinary matters as needed. Assists the HR Manager with the administration of complex human resources components such as classification and compensation, recruitment and examination, employee relations, training and employee benefits and pensions. This position requires the performance of the duties normally in this class working with a considerable degree of latitude for independent judgement, action and initiative when expediting complex personnel work assignments and projects. Work assignments are performed under the general supervision of the Human Resources Manager and work is evaluated through one-on-one meetings, conferences, completed reports and projects.

About the Agency

The Office of Central Services administers centralized support services for the County Government, including facilities operation and management, contract administration and procurement, fleet management, real estate, construction, administrative services and small, local and the minority business development.

Examples of Work

Performs the day-to-day human resources functions for the Agency which includes recruitment, classification, employee relations, employee training and development in accordance with the County Personnel Law, Administrative Procedures and other related policies and procedures.

Performs payroll functions, ensuring the timely processing of all employee entries. Provides technical guidance and training to staff, supervisors and managers in relation to operations and administration.

Conducts on-going training and orientation for new and existing employees, as well as any new training necessitated by County Initiatives and/or system changes or implementations.

Serves as liaison with all units of the Office of Human Resources Management, the Office of Management and Budget, the Office of Finance and other agency's Human Resources liaisons throughout the County.

Provides support to the Human Resources Manager.

Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.Qualifications

Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related fieldThree (3) years of professional level human resources experience with at least one (1) year in a lead/supervisory role; or an equivalent combination of relevant education and experience.Must possess a valid driver's license with six (6) points or less.Preferred Qualifications:Previous human resources experience working in the government sector.Knowledge of SAP, Kronos and Microsoft Office applications.

Ability to interpret and evaluated personnel law, policies and administrative procedures.

Ability to coordinate a diverse range of assignments.

Ability to effectively communicate orally and in writing.

General Plan Information:

The Prince George's County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the

beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
