Job Description

The Senior Human Resources Analyst , under direction from the Senior Manager Human Resources Information Systems, plans, leads, and oversees human resources data and system activities associated with recruitment, compliance, data storage and retention, auditing, and reporting. Supports compensation and other human resources activities; Supports the maintenance of employee files and related databases; oversees, implements, monitors, and coordinates personnel transactions; counsels and advises employees on data related matters where needed. The Senior HR Analyst interprets, applies, and assists in the development and implementation of human resources policies, procedures, and audits. Where required the Senior HR Analyst will train and provide guidance regarding data matters. The Senior HR Analyst will be a key player in the file maintenance audit process to ensure that the recruitment staff is in full compliance with obtaining and maintaining key information. The Senior HR Analyst coordinates various human resources activities with other departmental staff; and performs additional related work as required.

The Senior Human Resources Analyst

is an essential member of the Human Resources team. This position is expected to perform in an organized and deliberate way ensuring that employee confidential information is secure and always protected. The Senior HR Analyst will be required to perform complex data reporting and analysis within our current systems of record as well as externally when required research and external information is needed to solve a business problem. The Senior HR Analyst will perform as the staff specialist and subject matter expert on various human resources activities and program areas, managing complex projects, performing complex independent analysis, and program management, functioning with limited oversight and direction, and providing technical governance and guidance over HR system(s) and application resources within the department.

Responsibilities

Plans, leads, and oversees a variety of human resources activities associated with, data analysis, data reporting, program management, limited recruitment support, departmental budget management, compensation support managing mass updates and individual salary changes, Organizational reporting alignment and HCM system access control and user role assignment. Additional duties as required where data access, information and reporting are required to provide substantive support to business needs.Provide technical and functional direction to cross functional staff members regarding system data, access protocols, procedures, and policies.Audit and review the quality of data entry work performed by the HR team based on systematically scheduled audits and subsequent reporting needed to validate compliance.The Senior HR analyst will work towards continuous improvement developing and executing internal controls needed to foster a "Do it right the first time" behavior and mindset across all HR systems.Be a continuous learner - developing independent knowledge of data, systems, policies, and procedures - to continually add value.Develops skills and knowledge of HCM systems - becoming the subject matter expert - in navigating the employee data management process. Oracle and UKG have specific functions that are broad and expansive to support employee transactions and will take an understanding of the complex database relationships to ensure data is collected accurately.Perform as the subject matter expert in a variety of human resources-related field areas; performs independent and complex analysis to support ongoing human resources programs, program development, and the evaluation for program performance.Performs difficult and complex human resources activities and independently manages various human resources, programs, and initiatives. Collaborate closely with the Senior Manager, HRIS, to plan and systematically implement value added solutions and support the business.Participates in administering Compensation plan payouts, development of mail-merges and system upload files to facilitate mass changes and uploads. Creates Personnel Action Forms (PAF's) for signature, distribution, and record filing.Supports, updates to employee files; coordinates quality assurance procedures and manages troubleshooting related to HR information systems. Manages and recommends improvement to employee data collection practices and procedures including security and confidentiality, information management best practices, and other impacts. With a focus on E-Filing.Oversees and participates in conducting job analyses of various positions to establish job- related qualifications through interviews, observations, and analysis of duties and responsibilities; organizes and documents findings; independently completes classification development work and compensation recommendations.Prepares correspondence and implements procedures and programs.Create training, Process flows, documentation, and presentation material.Specifically focus on our ERP Oracle Platform gaining a strong working knowledge, and understanding of the system, its capabilities and reporting features.Provides information to employees, outside agencies, and others related to assigned work.Interprets, applies, and assists in the development and implementation of human resource policies and procedures that impact our specific area.Vendor management and coordination - Supports the procurement process to ensure that protocols and procedures are in place to effectively secure the goods and services the department needs.Oversees, plans, participates in, and evaluates specials projects requiring inter- departmental coordination.Performs other related work as required.Qualifications

Baccalaureate degree from an accredited college or university with a major in business administration, Human resource Management, Public Administration, or a related field; andFour (4) years of full-time, professional human resources experience, which includes two (2) years of experience equivalent to that of a Human Resources Analyst.
