We are seeking a detail-oriented critical thinker to join our team as the Classification and Compensation Analyst with the ability to independently

analyze position descriptions, review class package proposals

and present findings and recommendations clearly and effectively to all levels of leadership.

Duties

As a Classification and Compensation Analyst you will take the lead on agency wide classification and compensation projects, classification updates, and class package proposals. Much of your day will be spent analyzing, proposing and reviewing position descriptions. and providing position and classification determinations, allocations, and recommendations. Your ability to present complex data and research in a way that is easy to understand will be key as you facilitate meetings, presentations, workshops and training sessions related to your work.

Some of what you will do:

Provide interpretation and explanation of applicable state and federal employment laws, civil service rules, collective bargaining agreements, and agency policies and procedures.Analyze, propose, and draft classifications, for review, allocation of positions and class package proposals.Review and make decisions on employee-initiated Position Review Requests (PRR) and conduct desk audits as needed.Serve as the agency's Information Technology Professional Structure (ITPS) Coordinator, leading the review of positions in the ITPS.Agency wide salary setting.Depending on qualifications we may offer this as an in-training opportunity and may be hired at the Human Resource Consultant 3 (HRC3) level

The annual salary range for a

Human Resource Consultant 3 (HRC3) is $66,012 - 86,712.

Qualifications

What you will bring:

Four (4) years of classification and compensation, position allocation, salary administration or related experience.Three (3) years of experience using Microsoft Products.

This may include Word, Access, Excel, Outlook, and PowerPoint.

Two (2) years of experience with professional level correspondence and work with templates to create accurate and legally sufficient documents conveying information, recommendations, or assessments accurately and effectively.The ability to:

Independently assess a situation and/or analyze information and apply appropriate judgement using existing knowledge and resources to determine a logical and accurate course of action, recommendation, or solution.Motivate and influence others without direct authority through acute emotional intelligence to effectively engage and obtain cooperation from diverse co-workers, customers, and stakeholders with flexibility and agility.Lead projects, create project plans, manage timelines and deliverables, risks, identify outcomes and communicate statuses and other information to stakeholders and staff at all levels of an organization.Facilitate class and comp meetings, presentations, workshops and training sessions.

Excellent and responsive customer service to all internal and external customers by listening attentively, identifying issues, providing options, fulfilling services, and exercising knowledge of applicable laws and regulations to provide technical assistance or resolve problems.

Experience can be obtained concurrently.

Up to three (3) years of relevant education may substitute year for year for experience.

What may help set you apart:

Three (3) years of experience interpreting complex Washington State Civil Service laws, rules, policies, RCWs/WACs, and/or Collective Bargaining Agreements.Knowledge or experience with Human Resource Management System (HRMS).Demonstrated ability to effectively prioritize tasks in the presence of competing demands.Experience with WA State Classification System.Working knowledge related to Fair Labor Standard Act (FLSA).Additional Conditions of employment:

This position is expected to work in office two (2) days a week or more as business needs arise.The ability to travel statewide, sometimes overnight.Prior to a new hire, a background check including criminal record history will be conducted. HolidaysFull-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
