Job SummaryJob incumbent shall be responsible for the overall administrative direction of the Subregional Prevention Coordinator program. Responsibilities include administrative oversight of community prevention services, staff training and development, and capacity building, including project start-up, operations, and phase out. The job incumbent is responsible for timely task completion as dictated in the project timeline and day-to-day operations. Additionally, the incumbent assists, develops, and provides wellness and prevention, health promotion, disease prevention, substance use prevention, suicide prevention, and healthy relationships.

Representative Duties:

Ensure and assist with the development and implementation of wellness and prevention, health promotion, disease prevention, substance use prevention, suicide prevention, and healthy relationships information, media, and training that enhance protective factors and increase community perceptions of community and individual risk factors.

Manage and maintain the Subregional Prevention Coordinator growth track. Ensure staff are in compliance with core competencies. Provide support and guidance to staff in professional development phases, including promoting involvement in academic programs, growth track advancement, ongoing on-the-job training, and relevant outside training. Develop staff training plans for each trainee/prevention coordinator and monitor progress.

Coordinate and facilitate meetings, community awareness, and educational opportunities among rural community stakeholders, including conducting media, public relations, and outreach/educational activities.

Actively participate in providing community crisis response services, including travel for community crisis response, technical assistance and training, and implementation of Crisis Response Team strategies and objectives.

Collaborate with Behavioral Health on needs specific to drug and alcohol prevention, suicide prevention, health and safety, and healthy relationships, including community presentations, media messaging, and training.

Assist in the planning, coordination, and implementation of the Reclaiming Our People initiatives, including facilitation of meetings, trainings, and activities for the subregional action plans, establishing work plans and deliverables, and assuring adherence to the plan.

Engage with communities, key stakeholders, and partnering organizations to develop strategic planning to build tribal capacity in the realm of strategic wellness and prevention.

Prepare and timely submit all program, contract, and grant reports, including monthly, quarterly, and annual reports.

Assist in monitoring budget expenditures, ensuring compliance with grant management rules and requirements.

Maintain confidential records/files for project participants.

Ensure compliance with data collection requirements.

Ensure adherence to confidentiality of client records in accordance with 42 CFR Part II and HIPAA regulations.

Maintain strict confidentiality.

Other Responsibilities:

Minimum Qualifications

Bachelor’s degree in Addictions, Social Work, or related fields or an equivalent combination of education, training, and experience.

Demonstrated experience successfully working with Alaska Native or American Indian and rural populations.

Demonstrated experience in planning/organizing and project implementation.

Demonstrated experience in formal presentations and teaching students/adults.

Minimum one year of demonstrated experience with grant management, budgeting, and report writing.

Minimum one year of demonstrated experience supervising staff.

Must pass background check pursuant to the State of Alaska background check and federal Indian Child Protection and Family Violence Prevention Act requirements.

Valid and clean driving record.

Knowledge, Skills and Abilities:

Familiarity with Alaskan Native Culture and Traditions preferred.

Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.

Ability to present to small and large groups.

Strong verbal, written, analytical, and interpersonal skills.

Familiar with and assures compliance with Privacy Act requirements.

Ability to operate standard office equipment.

Strong computer skills, with experience in Excel, Microsoft Word, PowerPoint, and the Internet.

Must be organized and able to prioritize work.

Must be able to work collaboratively as a team member.

Ability to adapt to a continuously changing environment and duties.

Supervision:This position may supervise a Prevention Coordinator.

Physical Demands:Incumbent may be expected to work extended hours to complete tasks. Conditions include but are not limited to: travel by small un-pressurized aircraft, poor heat, lack of running water, and adverse weather conditions. Job incumbent must be able to lift and carry up to 30 pounds in support of equipment and supplies. Position requires sitting, standing, and considerable walking. Incumbent must be able to work effectively in a busy, sometimes stressful environment.

Summation:Job incumbent works in an environment of high and regular contact with internal and external partners, making communication and interpersonal skills important. The position requires maintaining positive rapport with various organizations at the Local, State, and Federal level. Job incumbent will benefit from using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to identified community risk factors.
