Job SummaryJob incumbent provides oversight to the Behavioral Health Walk-In Clinic including program development, staff supervision, and the general provision of services to persons with behavioral health needs throughout the TCC service area. Services include immediate screening and consultation, crisis intervention, integrated assessment, referral and involuntary commitments. Partners with the Behavioral Health leadership team to ensure quality services, access to care, and service utilization. Provider may also maintain a small caseload of clients.

Representative Duties

Operates in accordance with Behavioral Health vision, guiding principles, service philosophy, service model and established policies and procedures.

Identify and train providers to models of care appropriate for walk-in mental health treatment.

Provides administrative and clinical supervision to Walk-In clinic staff in adherence with Behavioral Health Clinical Supervision policy. Clinical supervision must be in writing, per policy.

Conducts regular chart reviews according to policy. Reviews charts to assure clinical documentation meets policy standard, appropriateness of service, and effectiveness of treatment.

Provides individual and group supervision, assess provider competencies and oversees provider professional development.

Maintain a small caseload of clients. Provides individual and group therapy for children, adolescents, and adults with mental health, substance abuse or co-occurring mental health and substance use issues.

Provide comprehensive mental health and substance use assessments using DSM 5 (Diagnostic and Statistical Manual of Mental Disorders) and ASAM (American Society of Addiction Medicine) criteria.

Provide crisis intervention as needed and coordination for emergencies, consults, outreach and follow-up.

Participates in routine outcome monitoring (ROM) program, which includes engagement in regular clinical supervision, administration/review of relevant Outcome Measures, review of session recordings, and incorporation of clinical feedback into routine practice in order to achieve best outcome.

Complete administrative and clinical documentation in a timely manner in order to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State, Medicaid, CARF and other regulatory agencies.

Other Responsibilities

Facilitates Title 47 Mental Health or Substance Abuse Emergency Detention or Involuntary Commitment Procedures.

Other job related duties as assigned.

Minimum Qualifications

Doctoral Degree from an accredited university in Clinical or Counseling Psychology. Must have active license to practice as a Licensed Clinical Psychologist. If licensed at the clinical level outside of Alaska, must obtain Alaska licensure within six (6) months of hire.

Five (5) years of post-graduate clinical experience for PhD or PsyD level.

Experience in clinical program development.

Experience in working with clients with complex trauma and trauma recovery.

Experience working in Rural Alaska villages preferred.

Must be in compliance with our Employee drug free policy.

Must successfully obtain and maintain clearance from the Alaska Department of Health and Social Service Certification & Licensing Department Alaska Background Check Program upon hire.

Must pass background check pursuant to the State of Alaska background check and federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills & Abilities

Experience with adult, child, and adolescent service provision; DSM 5 diagnosis; chronic mental illness; dual diagnosis and integrated treatment for substance abuse and mental illness; treatment planning; treatment coordination; crisis intervention; consultation; routine charting; Medicaid regulations; and professional reports. Familiarity with Fairbanks area, Interior Regional, and statewide mental health services and substance abuse treatment providers.

Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.

Strong leadership skills to assist with provision of services, group dynamics, and quality care.

Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications.

Strong verbal communication, analytical and interpersonal skills required.

Must have initiative and prioritizing skills.

Must lead a team providing quality care.

Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.

SupervisionThis position provides supervision to 4 providers.

Physical demandsVillage travel will be required to meet clinical need. May be exposed to certain conditions, conditions include but are not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors, and exposed to adverse weather conditions. Job incumbent must be able to physical travel by air and vehicle. Must be able to push, pull, lift and carry up to 40 pounds in support of equipment and supplies. Must be able to work in a busy and sometimes stressful environment.

SummationJob incumbent will be a licensed mental health provider who has experience with assessment, diagnosing, and treatment (individual and group).
