POSITION SUMMARY :

Works in collaboration with, and as a strategic partner to the CEO to develop and implement HR strategies to align with RIV AAA's strategic plans, goals, and programs; as well as talent development and performance monitoring. Responsible for creating and executing RIV AAA’s talent strategy through workforce planning, employee programs, candidate engagement, talent assessment, and continuous hiring process improvement efforts. Performs personnel management functions including recruitment, maintaining records including clinical licensure checks and records maintenance, and oversees employee benefits.

Provide strategic guidance on talent development and organizational design.

Improve manager and employee performance by identifying and clarifying problems; evaluating and implementing potential solutions; mentoring and counseling managers and employees.

The Director of Human Resources reports directly to our Chief Executive Officer.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Drives a culture of high performance through annual employee goal setting and semi-annual employee goal review processes and career development plans, while ensuring alignment with RIV AAA’s annual objectives and long-term strategic direction. Reviews and maintains performance evaluation process. Ensures that department leadership is notified of upcoming performance evaluations prior to due dates and supplies the necessary materials for completion.

Plans, evaluates, and carries out such functions as developing sources of qualified applicants, providing staffing alternatives (temporary and contract, outsourcing, job sharing), develops talent pipelines, conducts screening interviews, checks and maintains record of clinical staff licensures, conducts reference checks, background screenings, and evaluates applicant qualifications. In collaboration with management and CEO, oversees the new hire selection process, provides salary recommendations, makes job offers, and monitors the onboarding process.

Serves as confidential contact person for staff regarding issues such as harassment, equal employee opportunities, and dispute resolution. Trains and advises management in handling corrective and disciplinary action. Serves as a confidential resource to management on HR issues and employee relations.

Administers, reviews, and monitors RIV AAA’s benefit plans, claims processing, claims investigations, proposals, and bidding for insurance coverage. Coordinates and directs annual benefit open enrollment. Works with brokers as needed/required.

Anticipates, develops, directs, and facilitates organizational development efforts including performance management, succession planning, team building, and training activities to support RIV AAA’s strategic objectives.

Ensure compliance with government employment and safety laws and regulations. Update personnel policies accordingly. Serves as point of reference and communicates the agency’s HR policies and procedures, benefits, human relations practices to all staff.

Process and monitor payroll vendor and internal payroll functions.

Investigates accidents and prepares reports for the Agency’s insurance carrier and facilitates the Agency’s Health and Safety Committee. Responsible for preparing yearly OSHA posting & reporting requirements. Maintains all worker’s compensation and other required records. Maintain personnel files in accordance with regulations and HIPAA policies. Administer FMLA paperwork, education, and recordkeeping for all staff.

Assists CEO, directors, officers, department managers, and supervisors in conducting personnel management by keeping informed of changes in personnel regulations, policies and procedures and significant points of change.

Participates in leadership of Health, Safety & Wellness committee and others as needed. Helps facilitate United Way Campaign and internal staff “Fun”-d Development activities.

Perform all other related duties as assigned.

Deep knowledge of federal, state, and local employment laws and regulations and advising management on needed actions; with a commitment to upholding compliance standards and ensuring adherence to internal policies/procedures.

Meticulous attention to detail; ability to multitask in a busy environment; while being a hands-on director.

Qualifications

Bachelor’s degree in Human Resources or Business Organization Development preferred. Field-related Master’s degree preferred.

5-10 years of progressive leadership experience in Human Resources positions.

SHRM-SCP Certification required (SPHR considered).

Active affiliation with appropriate Human Resources networks and organizations preferred.

Possess ongoing affiliations with leaders in successful companies and organizations that practice effective Human Resources management.

Broad knowledge and specialized experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.

Superior oral and written communication skills; including drafting and amending of Employment Agreements.

Exceptional Microsoft Word/Teams/Outlook (basic Excel) skills.

Excellent interpersonal and coaching skills with the ability to relate to and influence individuals at all levels.

Demonstrated ability to lead and develop Human Resource staff members.

Demonstrated ability to interact effectively with the Executive Team.

Superior knowledge of various federal, state, and local employment laws and practices.

Experience in the administration of benefits and compensation programs and other Human Resources programs.

Evidence of the practice of a high level of confidentiality.

Excellent organizational skills – ability to complete and manage a variety of tasks/projects; particularly when faced with competing demands and priorities.

Able to pass pre-employment background check, including motor vehicle record review and drug screening.

Must have reliable transportation.
