The Director, Procurement & Subcontracting - USA is responsiblefor the overall development and execution of the ProjectProcurement Plan. Supports preconstruction, estimating, andproposal services, and provides functional direction andmentoring to procurement personnel on routine and complexprojects. Develops and implements supply management strategiesand business processes to meet company, department, andbusiness unit goals and objectives.

Responsible for the overall development and execution ofthe Project Procurement Plan
Supports preconstruction, estimating, and proposal services
Performs in a lead position providing functional directionand mentoring to procurement personnel on routine and complexprojects
Works directly with various suppliers at all levels tomaintain effective relationships and to be knowledgeable ofcosts and lead times of major equipment and materials
Responsible for the development, monitoring, andimplementation of supplier performance goals related to cost,quality, and service
Responsible for competitive solicitation, supplierselection, development of contracts, contract language, andassociated terms and conditions to ensure appropriate riskmitigation
Develops and implements supply management strategies andbusiness processes to meet company, department, and businessunit goals and objectives
Negotiates contractual terms and other related commercialitems
Coordinates and resolves field disagreements and potentialdisputes in collaboration with business unit representatives
Provides leadership, facilitation and collaboration fortotal cost reduction, cost savings, and Supplier Diversitygoals
Conducts financial, logistical, commercial, risk, and costanalysis
Develops project-purchasing strategies, convert them to bidpackage plans and implement associated strategies on projectsand across project programs
Manages and executes end-to-end commercial transactioncycle
Ensures compliance at all levels with corporate procurementpolicies and procedures
Leads the sourcing and identification of suppliers onnational and regional basis
Provides management in all areas of the procurementlifecycle for major construction projects from the initialdrafting and implementation of complex project procurementstrategies to the negotiation and resolution of claims,variations and extensions of time
Integrates with design and construction teams

Bachelor's degree in Business, Engineering, or relatedrequired
Certified Professional in Supply Management (CPSM)preferred
8+ years of Procurement / Sourcing experience
Apics Certification preferred
Experience working in Procurement in manufacturing, energy,oil & gas, high tech or construction environment
Experience working in projects in a construction / projectenvironment
Project management experience is desirable
Excellent communication and leadership skills
Good understanding of financials, negotiation and problemsolving skills
Must have excellent computer skills with a good workingknowledge of Microsoft Office
Experience using Oracle or SAP purchasing and inventorymodules
Ability to handle multiple tasks at the same time
