sector is currently seeking a
Program Manager Level 1
to support F-35 CNI capability development at our Rancho Carmel facility in San Diego, CA.
This position is eligible for a hybrid work arrangement.
The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.
Program Managers are responsible for leading all phases of the program life cycle from inception through startup, execution, and completion. Primary responsibilities include:
Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
Measuring and reporting program performance
Delivering presentations to customers, executive management, and other program stakeholders
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Creation, review and finalization of the program Statement of Work
Identification, distribution, tracking, and completion of program requirements
Establishment and management of the program and subordinate baselines
Development and adherence to budget baselines utilizing Earned Value Management (EVM)
Identifying, allocating and managing program resources
Managing Government/customer supplied property or information
Managing suppliers to meet program objectives
Adherence to all internal processes, policies, and applicable industry standards
Ensuring program team understands and adheres to contract scope, and manages change through control board activities
Development and adherence to master plans and schedules
Conducting thorough risk & opportunity management practices
Cultivating customer relationships to develop further opportunities
Developing new business opportunities through strategic planning and proposal development

Excellent interpersonal skills with ability to manage a project team
Ability to effectively plan, define, establish, communicate, monitor, and control scope
Ability to initiate, develop, integrate, execute, direct and control program plans
Ability to resolve disputes and negotiate with a positive outcome
Critical thinking and logical reasoning skills
Impeccable ethics in business conduct
Basic Qualifications:
Bachelor’s degree and 5 years OR a Master’s degree and 3 years of related experience
Experience developing project cost and schedules
Experience leading the performance of tasks on schedule and achieving all requirements
Strong communication and organizational skills
Able to assimilate information from multiple sources and execute coherent plans
Demonstrated success leading teams to achieve a common goal
Demonstrated commitment to meet customer needs
Ability to travel (10% to 25%)
Basic competency in Project Management skills and toolsets
Competent in Microsoft Office Suite
Direct experience and certifications for Earned Value / cost management
In-depth experience in Risk and Opportunity Management
The ability to obtain and maintain a DoD Secret clearance is required
U.S Citizenship required
Preferred Qualifications:
Direct work experience with Department of Defense Government or Major Prime Contractors
Experience with design and manufacturing of DoD products
Experience with F-35 CNI products
Experience overseeing a product development effort
Familiarity with engineering gate reviews
Experience or familiarity working with CPIF contracts
Experience with Agile methodologies
Salary Range:
$126,600 - $189,800
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers.
