JOB SUMMARY:

The Director of Human Resources provides strategic direction and guidance for the workforce-related components of the organization. This individual will implement an organization-wide strategy, programs, and policies, enabling employees and leadership to maintain the quality of both our people-centered programs, products, and services. They will align HR functions with organizational strategic planning goals. The Director of Human Resources is responsible for the following areas: Organizational Development, HR Strategic and Business Planning, Learning and Development, Employee Relations, Corporate HR Governance and Legal Compliance, Recognition Programs, and Safety and Wellness. This position supports the front office and administrative staff.

JOB FUNCTIONS AND RESPONSIBILITIES:

Strategic Pipeline Development and Recruiting:

Works collaboratively across departments to ensure HR infrastructure, policies and procedures, systems, and people in place to accommodate continued growth.

Champion a positive employee experience to shape the community, morale, and culture of Vibrant Works with an obsessive focus on building a great place to work that attracts, motivates and retains employees.

Identify, attract, and target new candidates, especially blind talent, and create programs and initiatives to ensure a robust national candidate pipeline, focusing special attention on the roles that are most frequently under-resourced.

Lead or support various upward mobility goals, programs, and practices to increase upward mobility opportunities.

Lead the talent acquisition effort to build the best diverse, talented, impactful team, while partnering with hiring managers and Vibrant Works leadership.

Manage the talent acquisition team across disciplines and provide guidance and oversight surrounding hiring, resource management, capacity planning, leadership, training, mentorship, internship program, and direct support for all aspects of the talent acquisition process.

Develop strategic recruitment plans and programs to meet and exceed Vibrant Works strategic plan goals.

Work to build scalable talent acquisition processes for all locations to ensure continuity while allowing for effective and targeted recruitment for each specific location.

Routinely meet with leadership team to assess recruiting progress, future hiring plans, obstacles, and challenges, and collaborate on recruiting activities strategies and process improvements.

Ensure the team is effectively driving the hiring process for all roles. Pinpoint and help to remove any obstacles to talent acquisition progress.

Provide reporting on talent acquisition metrics and hiring progress for senior leadership on a consistent basis.

Strategize, create, and implement interview training for all hiring managers.

Build and maintain a database of professionals who are blind to ensure the Vibrant Works organization can always fill open positions with qualified professionals that make reaching our strategic plan goals more obtainable.

Employee Relations and Legal Compliance:

Enable leaders at all levels to maintain an environment that engages team members to do their best every day and supports them as they strive for zero accidents and injuries.

Support the administration of risk management and safety policies and programs in accordance with Vibrant Works stated objectives.

Evaluate employee relations issues and meet with supervisors to determine effective remediation techniques, such as training or personal intervention to resolve issues.

Monitor employee counseling, disciplinary actions, and performance improvement plans to ensure each employee receives adequate support to be successful.

Manage employees complaints and investigations. Ensure that employees are treated fairly, maintain and administer policies and procedures to properly resolve complaints/grievances and administer or recommend disciplinary actions as needed. Manage external investigations/audits from DOL or EEOC offices.

Administer Affirmative Action Plan.

Administer non-mission related accommodation requests and assist with ADA compliance.

Maintain organizational compliance with all Federal, State, and local laws as they relate to HR and Safety functions (FMLA, ADA, COBRA, HIPAA Policies and Procedures, Immigration and Naturalization, OSHA Statutes, EEO-1 and VETS-100, and Section 14c Special Minimum Wage Certification).

Monitor NIB compliance requirements and create compliance reports including completing quarterly NIB reports, maintaining eye reports and IEEs.

Participate in maintenance of corporate policies and procedures and employee handbook. Responsible for specifically maintaining current human resources policies and procedures.

Conduct HR research to determine effectiveness of HR policies, procedures, and company forms. Collect and analyze information to determine the adequacy of present policies and suggest necessary changes.

Provide HR Metrics and other HR related data to guide decision-making processes to optimize organizational performance.

Maintain personnel files in compliance with applicable legal requirements.

Organizational Effectiveness and Succession Planning:

Identify competency, knowledge and talent needs within the organization and develop programs for enhancing skills and increasing knowledge to close gaps and provide new opportunities.

Oversee and support the performance management process and provide guidance to leaders on their employee reviews, evaluations, and compensation packages.

Provide department leaders with direct counsel to support and maintain a culture of excellence, innovation, trust, and organizational growth.

Ensure performance evaluations are conducted uniformly throughout the organization, train supervisors how to establish reasonable performance standards; make accurate assessments regarding pay and performance and assist with performance interviews.

Coordinate monthly self-performance reviews for direct employees.

Support and coordinate talent review and succession planning programs in alignment with strategic initiatives.

Human Resources Department Leadership:

Lead and mentor a group of HR professionals and work with them to identify continuous quality improvement opportunities within the department.

Provide strong leadership support for the Human Resources department to ensure that they cohesively work together to maximize employee opportunities for personal and professional development.

Oversee the successful evaluation, updating, and implementation of all Human Resources department strategies and programs to ensure that they are aligned with the strategic goals of Vibrant Works.

Lead the HR staff in reviewing and updating the employee handbook in accordance with all applicable HR policies, practices, and laws.

Develop successful cooperative relationships with other departments at Vibrant Works.

Assume additional responsibilities, perform additional duties, and complete special projects as assigned.

Training and Development:

Support Training and Development Manager and other HR staff in areas of New Hire Orientation training, including but not limited to Safety, Harassment Prevention and History and Mission training. Assist with administering supervisory-skill training, assessing training needs of the organization, and evaluating the effectiveness of the training programs.

Participate in departmental and management meetings and attend professional meetings and seminars to continue professional development. Participate and facilitate ad hoc committees as needed.

Benefits & Compensation:

Assist and perform 403(b), pension, health, life, and disability benefits administration to include claims resolution, change reporting, and communication of benefit information to employees. Conduct research and propose new or changes to health and welfare and retirement benefits programs. Work closely with the organizational health and welfare broker.

Support Human Resources Manager with developing and maintaining wage and salary structure. Participate in annual salary surveys. Ensure that compensation and benefits are competitive with other similar organizations and are fair in terms of internal equity, legal, and motivation.

Other:

Assist/conduct research and recommendations to improve or replace HR related systems (HRIS, Time and Attendance, performance management tools, applicant tracking, compensation tools and employee self-service technologies).

Work closely with and support Payroll Specialist on HR related functions and payroll policies.

Oversee and plan organizational wide events including but not limited to annual Fajita Fiesta, White Cane Day celebration, service awards, and holiday luncheon.

Maintain department budget including expenditures, and salaries.

Manage HR Staff.

Plan and organize the department functions, develop employees, and monitor measurable outcomes.

Perform key supervisory responsibilities such as goal setting, planning, training, and performance evaluations.

EDUCATION/EXPERIENCE:

Bachelor's degree.

A Master's Degree and/or Human Resources certification is preferred.

Minimum of 8 years of progressively responsible experience in Human Resources.

Proven record of effective HR leadership, preferably in a manufacturing environment.

Bilingual Spanish/English and/or Braille skills a plus.
