This position is permanent, full time, and represented by SEIU.

WHAT YOU WILL DO

The Multifamily Program Analyst requires in depth knowledge of multifamily programs and will analyze and formulate compliance standards and procedures through research and interpretation of state and federal program rules and regulations as they apply to OHCS' affordable housing portfolio. This will be considered as a leadership position that will provide technical assistance to internal staff and external partners, and relied upon to interpret program rules and regulations, and provide guidance to those who work within these programs. This position is also responsible for creating, updating, and maintaining multifamily compliance manuals, forms, policies/procedures, and developing training modules for internal and external partners.MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program-OR-Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.Note: The specific job-related experience or education requirements will be listed by the recruiting agency based on the position under recruitment.To request a copy of the position description, please contact :

Ability to communicate in a clear manner, verbally and in writing, to internal and external stakeholders.

Identify complex problems and review related information to develop and evaluate options and propose/implement solutions.

The Affordable Rental Housing division administers a host of high-profile state programs with a high level of visibility to state elected officials. The Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the financial underwriting to develop new multifamily affordable rental units and for the acquisition and rehabilitation of multifamily affordable rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 State Contracts to ensure effective provision of thousands of affordable rental homes for the state of Oregon. The division oversees complex real estate transactions, manages risk, and facilitates financing to reach a diverse array of communities and stakeholders to best meet Oregon's affordable housing needs.The Portfolio section manages the large portfolio of affordable housing properties that the state has funded. The Portfolio section is responsible for the compliance monitoring of this portfolio of properties through the compliance period associated with the funding sources that have been put into the properties.
