SUMMARY: Help maintain the geographic information system (GIS) programs and databases in support of an integrated GIS and computer-assisted mass appraisal system (CAMA). Promote GIS usability by analyzing GIS data, GIS software products, and desktop applications. Coordinate with the inter-local GIS partners on issues related to GIS data exchange, special projects, and data acquisition efforts.
DUTIES AND RESPONSIBILITIES: The essential duties of the Analyst, GIS include, but are not limited to the following:
Develop, enhance, and maintain geoprocessing scripts and models using ESRI software. These scripts handle GIS data entry, exchange, transfer, and conversion. GIS Caching, labeling, and data quality checks are also part of this role.Design, develop, and integrate databases within the ArcGIS Online platform.Analyze geospatial data to find trends and patterns and extract valuable business insights.Configure web application dashboards to share data sets and maps with teams, departments, and the public.Prepare and execute workflows, ETL (Extract, Transform, Load), and geoprocessing automation using Python.Familiarity with writing complex SQL queries and joining tables.Knowledge of ArcGIS tools like Experience Builder, Survey 123, ArcGIS Field Maps, and ESRI Dashboards.Creates, updates, and maintains geodatabase schemas, feature classes, and tables.Maintain and enhance GIS data as per agency specifications.Prepare system documentation and train agency staff and other users in utilizing GIS software and applications.Respond to GIS data requests from external users.Proficiency in using ESRI ArcGIS Enterprise and/or ArcGIS Pro for editing, data creation, analysis, and map production.Collaborate with inter-local partners on various GIS-related tasks.Assist in GIS analysis, map production and support during emergency operations.Conduct damage assessment after declared disasters (e.g., hurricanes or tornadoes).
May volunteer for emergency response duties, including staffing Emergency Operations Centers (EOCs) or Field Operations Centers (FOCs).

SKILLS AND QUALIFICATIONS:
Years of experience required: Must have at least two (2) years of experience with ArcGIS Enterprise Systems, ArcGIS Server, and ArcGIS Online.Education: Bachelor's degree in GIS, computer science, geography or related field from an accredited college or university.Substitution: (Each year of required education may be substituted by two (2) years of work experience. Each year of required work experience may be substituted by two (2) years of additional education).Additional skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations. Proven attention to detail, reliability outstanding organizational skills, and ability to prioritize multiple projects under minimal supervision.Language Skills: Bilingual in English and Spanish preferred but not required.
