Description

This position will assist in the overall management of the office of the Treasurer, which includes administration of various state and local taxes. Maintains financial and investment schedules and assists the Treasurer in goal setting and long and short-range planning, makes decisions on tax and utility accounts, assists with overall office management and supervision, and assumes responsibility in the absence of the Treasurer.

Examples of Duties

Processes state and estimated tax payment and enters data into automated financial system;

Generates and prepares reports of estimated income tax collected and of account activities;

Prepares deposit certificates and checks for state deposit and sends copies of certificates to the Treasurer of Virginia;

Prepares set-off-department forms and collects state and local level;

Reconciles daily receipts with funds collected and account reports;

Generates reports documenting same;

Processes general journal entries for accounts and balances with the general ledger and maintains daily posting to general ledger for all accounts including cash drawers;

Monitors and approves department expenditures and ensures expenses are coded properly, and monitors cash and appropriation account balances for approval to release checks;

Provides banks with information needed for wire transfers and bond payments and issues stop payment orders for all county departments as needed;

Verifies requests for refund checks;

Works with data processing personnel to maintain existing systems;

Creates runs and queries for various department administrators and generates scheduled and auditor reports;

Approves voids for cashiers;

Maintains files, records, transaction documentation, and other documents for the department;

Supervises subordinate staff by assigning and reviewing work, providing technical guidance and direction, providing training, establishing performance expectations, and evaluating job performance;

Performs a variety of personnel management functions and a variety of administrative and organizational analysis.

Supervises supporting staff by frequently reviewing workload, along with flow and progress towards goals and deadlines.

Ensures office conformance to state, county and office policies and procedures and develops systems to ensure effective, efficient and consistent office operations.

Orders supplies and requests repairs as needed;

Prepares unclaimed property report for the state;

Accepts, receives, and/or collects payments;

Makes recommendations that impact the budget;

Manages the budget within assigned unit/division;

Exercises purchasing authority up to $5,000 without approval from supervisor;

Creates plans for and guides implementation of new technology systems;

Observes all approved safety and health policies and procedures pertaining to an employee’s work activities and performs all work tasks in a safe and healthy manner in accordance with County policy.

Performs other assigned duties.

PHYSICAL DEMANDS:Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires the use of fingers, grasping, handling, hearing, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking.

Required Qualifications

High School Diploma or equivalent;

Bachelors degree;

Three (3) years of related work experience to include supervisory experience;

Or equivalent training, education, and/or experience.

Licenses or Certification:Requires Accounting and/or Business Administration Certifications through Weldon Cooper (MGDT).

While some will perform their regular duties, others may be assigned to report at a different time and location and to perform different duties from their regular jobs. Employees will either be deemed essential personnel and provide services that must continue regardless of or pursuant to a state of emergency or will be deemed nonessential personnel that will be required to report to work in an emergency if they receive an assignment to shelter duty or other duty.
