Job Purpose & Position Overview

This position is located at the Winnebago Public Health Nursing Program of the Winnebago Public Health Department. The Public Health Nursing Program is an integral part of the Winnebago Comprehensive Health Care system (WCHS) providing primary care nursing, health promotion-disease prevention, health maintenance support, and public health services to the residents of the Winnebago Reservation. The Director of Public Health Nursing (DPHN) assesses, plans, organizes, directs and administers a comprehensive Public Health Nursing program. This involves the supervision of PHNs, office staff, volunteers including students, in the performance of activities and other public services provided to individuals, families, and communities on the Reservation.

Specific Job Duties/Responsibilities:

Supervision of the Community Health Program including personnel functions; budgets, performance appraisal management plans and work schedules, safety practices, training, career development plans, and grievance procedures.

Participates in the orientation of new personnel to the PHN department and the WPHD and its activities. Evaluates the educational and training needs of the PHN Department. Plans opportunities to meet those staff development needs.

Informs employees about policies, procedures, goals, and the objectives of the department.

Conducts or reviews epidemiological surveys, field investigations and researches studies to appraise health needs of the community.

Reviews records, reports, and the total community health nursing program for purpose of quality assurance.

Continuously evaluates the PHN program and services to seek improvements in the quality and quantity of health care.

Participates in the development, implementation, and evaluation of Tribal and WCHS health program goals and objectives, through periodic review.

Collaborates with other WCHS departments, tribal, and the state in the development, coordination, implementation, and evaluation of public health services to the resident of the reservation.

Duties will include providing PHN services to community locations within the reservation to individuals and families.

Occasional travel may be required for training and/or other work related duties.

Other related duties as assigned.

Qualifications/Skills:

Bachelor Degree in Nursing from a professional nursing program approved by the legally designated State or Accrediting agency. Master Degree preferred.

License(s)/Certification(s): Current license in good standing to practice as a Registered Nurse in Nebraska. Must possess and maintain current CPR Certification. Valid drivers license when driving vehicle for work-related reasons.

Two (2) years of specialized work experience performing public health/community health nursing services.

Excellent nursing clinical skills and ability to address health related problems.

Ability to provide assessment and care to population that includes all ages.

Knowledge of established and up-to-date professional nursing, public health nursing, and public health theories, principles, practices and procedures required to provide nursing services in clinics, homes, schools and the community environment.

Knowledge of the pharmacology of various medications and their therapeutic and adverse reactions.

Knowledge of physical assessment, disease process and appropriate interventions.

Knowledge of human behavior in order to provide counseling, guidance, and health instruction in order to create and maintain a positive healing experience for both patients and their families.

Ability to develop a flexible, individualized and comprehensive management plan.

Proficiency in the use of Microsoft Word, Outlook, Excel, and Power Point.

Use of usual and customary equipment used to perform essential functions of the position.

WPHD Performance Criteria:

Adheres to policies and procedures and safety guidelines.

Records and documents according to established standards and procedures.

Demonstrates ability to meet needs of department with regular, reliable attendance.

Employee maintains current licenses and/or certifications required for the position.

Practices and reflects knowledge of HIPAA and other federal/state regulatory agencies guiding healthcare.

Completes all annual education and competency requirements within the calendar year.

Physical Requirements:

Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. Work requires extensive mobility (e.g. driving) and involves considerable walking, standing, bending, and lifting in schools, clinics, homes and office. The transport of equipment and supplies is also required.

Work environment includes travel into isolated areas and over unimproved roads. Exposure to contagious and infectious disease may occur. Nurse be required to wear protective clothing or gear, such as goggles and mask. Nurse may be exposed to unsanitary or unsafe environmental conditions, i.e. animals, poor housing construction, etc.

Certificates, Licenses & Registrations:

All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
