We are currently seeking candidates for a Fiscal Analyst for the House Transportation Committee. The Fiscal Analyst is part of the team that provides support for the full committee and individual members, and will have policy, operating budget, and capital budget assignments for various transportation agencies and programs. This position is

nonpartisan

and exempt from civil service laws. This is a full-time, permanent position.The House Transportation Committee considers the transportation budget, revenue sources for transportation funding, and issues relating to transportation policy and transportation agencies, including the Department of Transportation and the Washington State Patrol.Responsibilities

How You'll Be Expected to ContributeMeeting office standards for nonpartisanship, objectivity, and confidentiality.Developing subject matter expertise for assigned agencies and programs.Conducting fiscal and policy research and analysis.Analyzing budget proposals from agencies, the Governor, and others.Analyzing proposed legislation and policy options, including identifying fiscal impacts.Drafting bills, amendments, bill reports, and budget documents.Developing and evaluating options to assist House members in meeting their goals.Presenting and explaining proposed legislation and/or fiscal information.Qualifications

The Successful Candidate Will Meet These Qualifications:A graduate degree in a relevant field, such as public administration, business administration, or economics. (An undergraduate degree and relevant public sector budget experience may be substituted for a graduate degree.)Additional Desirable Qualifications:Knowledge of public sector budget processes and procedures, revenue sources, and general forecasting methods.The ability to perform high quality, objective research and analysis with high levels of self-direction.The ability to perform data analysis using Excel or other similar programs.An understanding of the functions and operations of the legislative, executive, and judicial branches of government, including the legislative process.A proactive, creative, flexible, collaborative, and service-oriented approach to work.Effective analytical, writing, oral presentation, and organizational skills.The ability to deal with the complex, difficult situations that are common in the fast-paced, high-pressure legislative environment.The ability to multi-task and prioritize tasks with competing deadlines.The ability to develop and maintain cordial, effective working relationships.Note: Diverse backgrounds in education and experience could be successful in this role and will be considered. Candidates with any combination of experience that demonstrates the ability to perform the work will be considered.Conditions of Employment/Working Conditions:

Session - An on-site/in-person presence is required during session. Some telework outside of normal business hours may be authorized in limited circumstances. The hours typically exceed 40 hours weekly, are often irregular, and may include evenings, weekends, and holidays during sessions. Interim - Interim schedules allow for more flexibility.
