Mass Casualty Decontamination (MCD) Power & Water Subject Matter Expertise (SME)

Responsibilities:

Assist military and government service personnel in the preparation and execution of training/exercise events.

Provide exercise support service as MCD Power & Water SME to enable DCRF and C2CRE A&B Technical Support Forces (TSF) training and evaluation mission capability within the team.

Planning and coordination may include unit or venue specific visits, including planning meetings and Site Surveys.

Focus on safe distribution of power, water, and decontamination solutions and safe collection of hazardous liquid wastes during DCRF TSF training exercises and evaluations.

Develop training Master Scenario Event Lists (MSEL) or other scripted training scenarios to enhance TSF unit emergency response skills.

Qualifications:

Working knowledge of water and hazardous liquid waste delivery, distribution, collection, and storage.

Familiar with bulk water delivery methods including fire hydrants, fire service vehicles, commercial tankers, military vehicles, and bulk storage bladders.

Able to train units to identify different types of threads and plumbing connections in both civilian and military equipment.

Able to train units on moving bulk water from the point of origin to pumps and decontamination heaters.

Able to train units on distributing water and decontamination solution through shower heads and on-demand spray wands inside a decontamination shelter.

Able to train units on safely collecting hazardous liquid waste and moving it to remote containers.

Understand how to safely generate and distribute electricity at both 240v and 120v.

Able to train units on using military and civilian power generation equipment for safe power distribution at decontamination sites.

Explain power distribution based on amperage limitations to prevent circuit overloading.

Able to train units on proper grounding procedures in different geographical areas and soil conditions.

Able to assist units in site selection based on size requirements, ingress, egress, slope, grade, and other hazards in the operational footprint.

Experience and knowledge as an emergency responder accredited by IFSAC or Pro Board.

Fully qualified IAW OSHA requirements, NIMS, and NFPA 1670 training qualification standards.

Knowledge of current Army Tactics, Techniques and Procedures (TTPs), Training and Evaluation Outlines (T&EOs) for the specific mission being supported.

Experience with TSF chemical, medical, and search & rescue units and their conformity to Incident Command System.

Possess Hazardous Material First Responder Operations Level certification with at least eight hours of training or sufficient experience in the following areas:

Knowledge of basic hazard and risk assessment techniques.

Selection and use of proper personal protective equipment.

Understanding of basic hazardous materials terms.

Basic control, containment, and/or confinement operations.

Implementation of basic decontamination procedures.

Understanding of relevant standard operating procedures and termination procedures.
