The New Jersey General Assembly Majority Office (AMO) advises and serves legislators in the Assembly Democratic caucus, including the Speaker of the General Assembly, and caucus leadership.

The AMO is seeking a candidate for the position of

Director of Budget . Qualified candidates would staff the Assembly Budget Committee and be responsible for overseeing all aspects of the Assembly Budget process in addition to assisting with fiscal and budget analysis for other committees.

Responsibilities:

The Director of Budget works under the direction of the Executive Director and oversees the General Assembly’s annual budget hearing and review process, including the preparation of the Annual Appropriations Act. The Director provides staff support to the Assembly Budget Committee and works closely with the committee Chairperson, members, and other caucus leaders. The Director is also expected to take on the following general, but not inclusive, responsibilities:

Prepare Assembly Budget Committee members for hearings on Departmental budgets.

Prepare members on legislation considered in committee and on the General Assembly floor in both written and verbal formats.

Research and analyze economic trends and track the fiscal performance of State departments and agencies in order to assist members in overseeing the budgetary impact of proposed legislation and maintain a balanced State budget.

Manage other staffers assigned to the Assembly Budget Committee.

Work closely with the Office of Legislative Services specifically on budgetary research, development of the annual appropriations act, and internal software to manage the budget resolution process.

Monitor legislation in both the General Assembly and the Senate, coordinating with Executive Branch and Senate staff as appropriate.

Propose and develop policy ideas for member consideration, with a particular focus on areas of major fiscal impact, including education, healthcare, economic development, taxation, and public finance.

Establish and maintain effective working relationships with members of the Legislature, other State and local elected and appointed officials, partisan and nonpartisan staff, and other stakeholders throughout the State.

Minimum Qualifications:

Bachelor’s degree; advanced degree is preferred.

Prior state or federal experience in public budgeting and/or policy making, legislative research, and issue advocacy. Record of accomplishment in strategic planning, policy implementation and priority setting is preferred.

Demonstrated research, analytical, interpersonal, decision-making, and communication skills.

Ability to function in a high-volume, fast-paced, and multifaceted environment while still paying careful attention to detail and meeting deadlines.

Firm understanding of state government gained as a policy maker, legislative staffer, research or budget analyst and/or advocate.

Strong instinct for organizational dynamics to manage complex relationships with key constituents and professional colleagues, effectively and with tact. This includes the ability to listen, distill information, consult with and suggest new approaches.

Knowledge of current issues, trends, organizations, and experts in state policy areas.

Experience in compiling and accessing professional and academic contacts who can provide expert information, help, and resources.

Requirements:

A bachelor’s degree is required; an advanced degree is preferred.

Pursuant to N.J.S.A. 52:14-7 (L 2011, Chapter 70), applicants must be New Jersey residents or establish residency within one year of employment.
