About The Division:

In the

Division of Consumer Services , you will enjoy work-life balance while enforcing consumer financial laws. Consumer protection is at the heart of what we do, whether we are regulating emerging FinTech industries like those dealing in cryptocurrency or more established forms of money transmission, escrow, consumer lending, and loan servicing. We license and conduct examinations of the people and companies in those industries, and take action against those who violate the law. We pride ourselves on helping people - by ordering refunds or restitution for consumers, by enhancing the efficiency and effectiveness of state government, and by working to maintain robust, healthy financial industries.The Division of Consumer Services accomplishes the DFI’s mission through licensing, conducting examinations of licensees, investigating consumer complaints, and enforcing state statutes and rules, and federal regulations and laws, related to financial service providers. The Division regulates business activities of consumer loan companies, mortgage brokers, money transmitters and currency exchangers, as well as check cashers and sellers, also known as “payday lenders.” The Division regularly conducts examinations of its licensed entities for compliance with state and federal laws.

This opportunity is for an internal DFI employee only and is a new WMS3 position. You will report directly to the CS DD.About the Position:

The Chief Learning Officer will be responsible for developing, implementing, and managing a division-wide training program for the Division’s employees and job classes in the Division of Consumer Services. This new position is essential for developing and enhancing the knowledge and performance of job classes in the Division. This position is a member of the Division’s leadership team and plays a critical role in leading division training and employee development.The Chief Learning Officer will develop, implement, and manage a division-wide training and development program for all job classes within the Division. This position utilizes expertise and knowledge of the Division’s work and job classes to develop an in-depth and well-rounded training and development program. This position works closely with Division Director, Program Managers, and WMS Financial Legal Examiner (FLE) and WMS Financial Examiner (FE) Supervisors to ensure effective training, growth, and professional development of the Division’s employees and Financial Legal Examiner, Financial Examiner, Management Analyst, and Program Specialist job class series. The position ensures the successful implementation and management of the training program and produces numerous learning and growth opportunities throughout the Division of Consumer Services.Some of What You Will Do:

Develop and refine the Division of Consumer Services’ learning strategies and training program, ensuring alignment with industry standards and accreditation requirements.Work closely with Division management to ensure training initiatives support the Division’s needs and employee growth and development.Conduct in-depth analysis of all existing training plans to determine opportunities to improve and expand training plans.Establish and manage a comprehensive training and development plan for all new Consumer Services employees.Establish and manage a structured growth and training & development plan for each unit’s individual job classes, including creation of individualized training plans for employees.Consult with Division leadership and supervisors on training needs of specific job classes and individual training needs of employees.Provide training on new products, services, programs, etc. to new employees as needed.Manage and assess compliance with the Division’s training calendar on an annual basis.Design and manage a comprehensive career progression and promotion path/rubric for all Division employees.Establish and manage an annual training budget.Preferred/Desired Qualifications:Bachelor’s or master’s degree in Learning & Development, Organizational Development, Human Resources, Public Administration, Business Administration or related field AND a minimum of 5 years professional experience in training and development and leading successful learning and development strategies and programs.
