Position Summary & Responsibilities:

Position Summary:

The Kansas Office of Broadband Development (KOBD) is hiring a Broadband Middle Mile Program Manager to support KOBD's functions and lead/work on the statewide open-access middle-mile network and last-mile broadband infrastructure initiatives on behalf of KOBD. The Broadband Middle Mile Program Manager will serve as the technical lead and FREESTATE Middle Mile Network access representative for KOBD. The Broadband Middle Mile Program Manager will also lead the implementation of the FREESTATE Middle Mile Network access and will collaborate with the Kansas Department of Transportation and other partners in the development of the FREESTATE Middle Mile Network to serve as the point of contact for State departments and external entities.

Job Responsibilities may include but are not limited to the following:

Serve as the point of contact with federal funders and state partners of FREESTATE Middle Mile Network. Support grant administration activities related to the development, construction, maintenance and operation of the statewide open-access middle-mile network . Assist KOBD in developing and managing a network of local government and nonprofit entities, regional broadband consortia leaders, and private sector telecommunications firms and internet service providers to identify ongoing needs, share resources, and coordinate initiatives to support broadband access and deployment projects as it relates to the FREESTATE Middle Mile Network. Convene partners and stakeholders regularly and providing regular updates from KOBD while receiving updates to KOBD. Support the research and analysis of KOBD data initiatives. Use strong organizational and communication skills to manage, organize, and prioritize multiple projects and meet competing deadlines. Diagnose issues in need of escalation; promptly report issues. Qualifications:

Minimum Qualifications

:

Experience with broadband and telecommunications policy and issues related to broadband access and deployment. Experience with broadband technologies, Internet Service Providers, fiber and wireless telecommunications technologies, and technical contracts. Ability to gather, analyze, interpret, and present technical and program data. Communicate and work successfully with key stakeholders both internally and externally. Ability to manage, organize, and prioritize project assignments to meet competing deadlines. Exhibit strong attention to detail. Exceptional organizational, interpersonal, and project management skills. Advanced knowledge of formatting Microsoft Word documents is required; you will also be working daily with Adobe InDesign, PowerPoint, Excel spreadsheets, SharePoint, and proprietary software. Preferred Qualifications

:

Bachelor's degree from an accredited college or university in Information Technology, Telecommunications, Engineering or a closely related field is preferred. Experience specifically in the open access, middle mile projects. Experience in working with elected officials, public agencies and community-based organizations to engage participation and foster collaborative partnerships. Experience in NEPA environmental studies and environmental compliance. Contact Information:
