Summary:The Southeastern Massachusetts Regional 911 District isseeking a highly skilled and dedicated Treasurer to join our team on apart-time or contractor basis. The Treasurer will be responsible for managingand overseeing the financial operations of the District, including receiving,investing, and disbursing all funds, maintaining accurate financial records,preparing financial statements, and ensuring compliance with all applicablelaws and regulations. Performs all other related work as required.About Us:The Southeastern Massachusetts Regional 911 District(SEMRECC) is a government authority established under the laws of theCommonwealth of Massachusetts. We proudly serve the towns of Foxborough,Mansfield, Norton, and Easton as a primary Public Safety Answering Point (PSAP)and operations center. Additionally, SEMRECC serves as Bristol County Control,coordinating mutual aid and major incidents across the county.

Our 911 District is governed by a board of directors and anexecutive director, We strive to provide exceptional emergency communicationservices to our community. To learnmore, visit www.semrecc.govKey Responsibilities:The following are general descriptions of the essentialjob tasks of the position. Other related tasks may be assigned as necessary andappropriate.• Receive, invest, and disburse all funds of theDistrict in accordance with the direction and approval of the Board ofDirectors.• Maintain accurate and comprehensive financialrecords on the basis of generally accepted accounting principles.• Establish and maintain a segregated revolvingfund account and other appropriate accounts for the District.• Prepareand issue quarterly and annual financial statements to all participatingcommunities and the Financial Advisory Subcommittee.• Ensure the District undergoes an independentthird-party audit, with results provided to relevant stakeholders.• Maintain and reconcile the District's generalledger, accounts payable, accounts receivable, payroll processing, bankaccounts, and other financial systems.• Prepare year-end 1099s and W-2s and manage grantadministration functions.• Reconcile the Revolving Fund Account annually,crediting or billing participating communities as appropriate.• Provide the Board of Directors with a list ofservices and rates for approval at the start of each term.• Performing other duties as assigned by theExecutive Director or his/her designee. .• The treasurer will be responsible to perform thespecific duties identified in the District Agreement and shall be subject toM.G.L. c. 41, section. 35, 52, and 109A and all other statutes pertaining toDistrict compliance.

Essential Knowledge, Skills, and Abilities:• Bachelor's degree in Finance, Accounting,Business Administration, or a related field; CPA or MBA preferred.• Proven experience as a Treasurer, FinancialManager, or similar role, preferably within a governmental or public safetysetting.• Thorough knowledge of G.L.c. 41 §§ 35, 52, and109A, and familiarity with governmental accounting principles and practices.• Strong analytical skills and attention todetail.• Proficient ability in problem solving andmathematical skills and the ability to maintain accurate and detailedrecords.• Excellent organizational and time-managementabilities.• Proficiency in financial software and MicrosoftOffice Suite.• Strong communication skills, both written andverbal.• Ability to work independently and as part of ateam.• High level of integrity and commitment toethical standards.• Department of Revenue reporting experiencepreferred.• Extensive financial software systems experiencepreferred.

Technology:Requires advanced computer skills in Microsoft Office Suite,including Outlook, Word, and Excel. The role also necessitates proficiency withvarious other financial and administrative software tools and systems.Compensation:Competitive hourly rate or contractor fee commensurate withexperience.Special Consideration:Candidates who areconsidered for employment must successfully pass a comprehensive background investigation;failure to pass or refusal to participate in a background check/investigation,in whole or in part, will result in a candidate being disqualified fromemployment by the District.
