Program Manager
is responsible managing the resources and personnel for a government contract, serving as the main point of contact with government representatives, overseeing the hiring and training of employees, and ensuring efficient and effective operations.
This position is contingent upon award.Bachelor's degree in a relevant field computer science, information systems, engineering, business, or other related scientific or technical discipline.A minimum of ten (10) years' experience, of which at least six (6) years must be specialized and four (4) years in supervising and managing substantive IT/telecommunications projects.SECURITY CLEARANCE:
Must be able to obtain and maintain at least a Secret Security Clearance. Active Security Clearance is desired.
Core Duties:Manage the resources available, establish priorities, and schedules based on Task Order requirements.Serve as the contract manager and authorized interface with the Government, Government management personnel, and customer agency representatives. Provide the interface with the Contracting Officer (KO), Contracting Officer's Representative (COR), Contracting Officer's Technical Representative (COTR), and Senior Government leadership, in the form of briefs on project progress.Responsible for the hiring and dismissal, training, capability development, discipline, contract related incident investigations, dress code, safety, execution of processes and procedures required for security clearances, issue of required identifications (CAC), and location of the employees on their team.Provide the expertise necessary to support the various tasks areas contained within the contract and prepare the workforce to support emerging requirements that will evolve during the contract period of performance.Responsible for all aspects of contract support to ensure a balance of efficient and effective operations.Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates.Responsible for the overall contract performance and shall not serve in any other capacity under this contract.Manage substantial contract support operations involving personnel at diverse locations.Organize, direct, and coordinate planning and production of all contract support activities.Under stringent timeframes, assemble and recruit personnel necessary to perform assigned tasks. Establish and alter management structure to effectively direct contract support activities.Assign, schedule, and review work of subordinates.Ensure conformance to task specifications and contract provisions.Interpret policies, purposes, and goals of the organization for subordinates.Conduct project meetings and is responsible for deliverable tracking and analysis.Manage the integration of all contract tasks and tracks and reviews deliverables.Experience with preparing executive level briefs, summaries, presentations, situation reports, management reports, and other high-level communications.
