About the Division: The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 28 buildings, 18 public monuments, over 6,000 parking stalls, four state parks and a 260-acre lake. B&G executes these responsibilities through the following service programs: Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs, Support Services (Custodial). About the Opportunity: The Stationary Engineer will be responsible for monitoring the Capitol Lake Dam operations, lake levels and Metasys program during assigned shift. The incumbent will also respond to critical alarms by notifying appropriate staff per documented Office of Financial Management (OFM) procedures. This position serves as the primary after-hours contact for Capitol Campus building emergencies. This role interacts with various staff from trades, administrative, Washington State Patrol (WSP), Olympia Fire Department (OFD), legislative staff, building tenants, other state agencies, personnel of DES, vendors, contractors, and visitors. This position supports the agencies mission by ensuring a safe and comfortable atmosphere in campus buildings which helps our customers succeed.
The Powerhouse functions are critical to the daily operations of the Capitol Campus. The Powerhouse must be staffed on a 24 hours/day, 7 days/week, 365 days/year schedule.
This position is recognized as Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery. This means that this position may be required to report to work to support any emergency situations that affect DES owned properties. Some of what you will be doing Powerhouse Operations
Provide day-to-day maintenance and operations of the Powerhouse Operate the high-pressure steam heating plant which provides steam heat, hot and chilled water to 13 buildings on the Capitol Campus (this includes, but is not limited to operation, maintenance, repairs and troubleshooting of the high-pressure stationary steam boilers, chillers, cooling towers, pumps, compressors, condensers, steam and condensate return lines; steam traps, water lines, controls and meters) Utilizes the Metasys central control system to make adjustments to the campus steam and chilled water systems Maintains boiler water and feedwater test and treatment Ensures that steam and chill water is produced to support all buildings that are supported by the Powerhouse Makes shifts and work assignments to maintain Powerhouse coverage 24 hours/day, 365 days/year Monitors the lake levels and ensure that the Metasys control system is operating the Capitol Lake Dam properly Ensures that the lake is at acceptable levels at both high and low levels Notify DES supervision per written procedures of any unusual issues that could cause a flooding potential or an extreme low level of the Lake Primary contact for after-hours non-emergency calls for Thurston County DES owned facilities
Receives, prioritizes and dispatches after-hours requests for DES services Works closely with the standby staff, evening and weekend custodians and WSP to identify response to calls received Required Qualifications High school diploma or GED Three (3) years of experience in operations, maintenance and repairs of high-pressure boilers and heating equipment OR Certificate of completion of an advanced Stationary and/or Marine Engineering course from an accredited vocational/technical school or community college and two years of experience in the operation, maintenance and/or repair of stationary or marine high-pressure boilers and heating systems OR One year of experience as a Stationary Engineer 1 in state service Preferred/Desired Qualifications Knowledge of boiler law methods, fuels, materials and tools used in operation and maintenance of high-pressure boilers and associated auxiliary equipment; boiler room safety; heating lighting, ventilations, power and other related mechanical equipment, standard types of automatic control Ability to test and analyze operation of steam boilers and auxiliary equipment; instruct and supervise others; keep records; make written reports; perform heavy manual labor; work under and withstand extremes of temperature Knowledge and experience in chilled water plant operations and maintenance Can be relied upon to achieve excellent results with little need for oversight.
