This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
As a User Interface (UI) Developer, you will provide technical expertise in the design and development of applications for the Department of Human Services and MNsure by utilizing JavaScript programming skills and the effective use of Object Oriented technologies and tools.
You will perform systems and program modifications, with guidance as needed, to meet customer objectives as well as optimize system performance. This position requires the ability to work independently and with other developers to create and support program applications within the division. Additionally, you will work with the supervisor, technical architects, other technical leads, and various business units and analysts to ensure that organizational goals and requirements are met.
This position requires an employee to be onsite with some opportunity for telework
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies Saint Paul, Minnesota.
Only candidates located in Minnesota and its bordering counties are eligible for telework.

This position is temporary and includes full state fringe benefits; it is anticipated to last up to two (2) years.

Position requires a minimum of three (3) years of experience as a JavaScript/TypeScript front-end developer.
Experience must include:
Designing and developing modern front-end user interfaces with JavaScript/TypeScript frameworks, such as Angular, Vue, or React,
Developing front-end UIs with seamless integration to back-end REST APIs.
Knowledge of HTML, CSS, XML, and JSON.
Strong background in object-oriented design, development, and software development lifecycle (SDLC) methodologies.
Ability to deliver effective verbal and written messages that facilitate a mutual understanding amongst all parties.
Customer service skills that include listening, empathy, and problem-solving.
A master’s degree in information technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years , OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
Experience using NodeJS, RxJS, NgRx/Store, jQuery, XHTML, and HTML5.
Experience with JavaScript testing frameworks such as Jasmine and Karma.
Ability to effectively communicate project deadlines with both technical and non-technical stakeholders.
Strong attention to detail and time-management skills, with the ability to solve complex, system-wide problems independently.
Proven ability to organize, plan, monitor, and coordinate multiple complex initiatives while adhering to technical and business requirements.
Experience conducting code reviews and performing validation scans to ensure compliance with WCAG 2.1 AA accessibility standards.
Experience developing and implementing UI designs that align with established design system guidelines.
Experience utilizing development insights to enhance the team's ability to optimize solutions for accessibility, usability, and security.
