Embracing Service, Inspiring Innovation, Promoting Teamwork, Pursuing Excellence, and Advancing Equity The Workforce Development (WD) Director serves as the DPH culture and workforce/people strategist and is responsible for understanding the cultural health of the organization and the workforce well-being of its people using qualitative and quantitative data. This data will be used to enhance and support the organization's culture by designing, leading/facilitating, and evaluating the agency's workforce development program. The key components of this position are as follows: Workforce Development Plan & Implementation:
Develop and implement the DPH Workforce Development (WD) Plan in alignment with Public Health Accreditation Board (PHAB) standards, focusing on identifying culture and workforce gaps, strategic planning, and aligning with core values. Acquire actionable workforce data to support decision-making. Leadership & Collaboration:
Lead the implementation of the WD Plan through a standing Workforce Development Committee, partnering with HR to develop strategies that promote a healthy culture and workforce well-being. Create tools to monitor and evaluate the plan's impact, providing regular updates to leadership. PHIG Workforce Priorities:
Oversee workforce development initiatives under the Public Health Infrastructure Grant (PHIG) that could include succession planning and nursing and public health tuition reimbursement program priorities. Training & Talent Development:
Collaborate with agency trainers and the recruiting and talent management teams to develop training plans for prioritized positions. Build community partnerships to create a talent pipeline. Ongoing Engagement & Education:
Leverage workforce data to guide continuous education and lead workforce development engagement activities. This position supervises staff and reports to the Director of the Bureau of Organizational Development within Health Strategy and External Affairs (HS&EA). The position can be based in any of the following regions: Pee Dee, Lowcountry, Upstate, or Midlands, or in Central Office (CO) located in Columbia, SC. A bachelor's degree and (3) three years' experience in workforce/organizational development, public health, human resources or a closely allied field, and (2) two years of experience in making data-driven decisions. Experience may be considered in lieu of the educational requirements above upon HR approval. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Applicants indicating college credit or degree(s) on the application may upload an unofficial copy of the transcript as an attachment to the application. Please note that the agency may require an official, certified copy of the transcript or diploma prior to hiring. Master’s degree in public health, Organizational Development, Human Resources, or a closely allied field is preferred. Proficiency in the development and implementation of workforce development strategies such as recruitment and hiring, learning and growth, leader development, and engagement and retention. Proficiency in co-creating organizational strategies and building shared commitments. Experience in strategic planning, executive-level facilitation, coaching, and decision-making. Experience in generating and analyzing data and administering a tuition assistance reimbursement program. DRIVING RECORD:
