Why does the job exist?This position is responsible for oversight, management and compliance associated with assigned federal disaster and non- disaster grant programs awarded to the New Mexico Department of Homeland Security and Emergency Management (NMDHSEM) by the United States Department of Homeland Security (USDHS)/Federal Emergency Management Agency (FEMA), and U.S. Department of Transportation (USDOT) and for the New Mexico State Disaster Assistance Program (DAP). The position will also serve as a grant management subject matter expert and provide technical assistance to internal DHSEM staff, federal, state, and local partners to ensure accuracy, timeliness and compliance with laws, rules and regulations related to the assigned grant programs. How does it get done?- Provide grant management activities for approximately $63.2 million in federal disaster and non-disaster grants funding within federal guidelines and regulations to include Title 44 Code of Federal Regulations - Emergency Management and Assistance (44 CFR), Title 2 Code of Federal Regulations Part 200 - Unified Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200), DHSEM GRA 400 Grant Policies, and DHSEM Administrative Procedures Handbook, GRA 400 Grant Procedures.-Responsible for creating and distributing all assigned grant(s) related materials, within established guidelines, including state notice of funding opportunities (NOFO); state funding methodology notices using electronic methods including coordinating posting on the DHSEM website.-Provide technical assistance to stakeholders on implementation of sub-grant agreements, financial record-keeping, disposition of equipment, and eligibility of expenditures. Deliver grant orientation presentations; and provide one-on-one technical assistance on interpretation of federal and state laws, guidelines and regulations regarding the administration and reporting of grant related activities to ensure stakeholders compliance. Who are the customers?State, local, tribal and private stakeholders Ideal CandidateThe ideal candidate has: - 4 plus years of experience administering FEMA disaster and/or non-disaster grants preferred;- Bachelor's degree in public administration; public safety; emergency management; or finance preferred;- Ability to work in a fast-paced environment with limited resources;- Self-starter with the ability to adapt to rapidly changing priorities. Minimum QualificationA Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some travel may be required. Occasionally work extra hours, on weekends and holidays.
