JOB SUMMARY

Reporting directly to the Assistant Financial Director, responsible for performing highly specialized and complex professional accounting duties in accordance to Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and applicable laws, codes, and regulations. Functions as a lead accountant, mentors staff regarding policies, practices, and procedures in the financial division within the Auditor's Office and provides technical advice and assistance to accounting staff in all other county departments.

Develops and recommends financial policies, procedures, and standardsWorks directly with leadership to re-evaluate processes, procedures, and workloads within the groupAssists in the preparation and review of the Comprehensive Annual Financial Report and the Popular Annual Financial Report (PAFR)Performs complex accounting analysis and reconciliations to ensure accuracy of data reported in financial statementsAnalyzes complex revenue and expenditure financial activities and/or economic issues, including costs and benefits to the County's financial conditionEvaluates and researches exception items and identifies procedures to take corrective actionInvestigates variances, ratios, and other financial metrics and reconcile assigned general ledger accountsEnters line-item transfers and budget amendments, as neededReviews and submits Commissioner's Court agenda itemsAssists in the preparation of various monthly, quarterly, and annual financial reportsAudits, codes, and submits invoices, P-card statements, etc.Creates, reviews, and posts journal entriesAssists with year-end proceduresAssists with auditsProvides financial assistance to various county departmentsPerforms cash drawer, liability account, and bank reconciliationsReviews cash flows and interlocal/advanced funding agreementsAssists with assets and liabilities reconciliationsAssists with payroll verification and payroll reconciliationsProvides guidance and assists entry-level accountantsDevelops, allocates, and monitors a budgetAttends all meetings and trainings, as requiredPerforms special duties as assignedORGANIZATION RELATIONSHIPS

MINIMUM QUALIFICATIONS

Bachelor's degree in Business Administration or related field with major coursework in accounting or finance and five (5) years of accounting experience with at least two (2) years in fund accountingWorking knowledge of Microsoft Office Suite and financial systemsLICENSES AND CERTIFICATIONS
