Duties The IT Business Analyst - Journey plays a crucial role in supporting the Paid Leave and WA Cares programs by designing accessible products and services that enhance customer experience. This position involves intensive systems analysis, eliciting business requirements, and documenting technical specifications for complex technology implementations. The analyst collaborates with stakeholders to ensure detailed support for system development and testing, contributing to the division's success. With a focus on continuous improvement and strategic analysis, the Business Analyst is embedded in a Scrum Team, actively participating in all scrum ceremonies and serving as the first point of contact for software development clarifications. Their work is pivotal in maintaining the efficiency and accuracy of the systems that manage premium collections and benefit payments, directly impacting Washington citizens and employers. Apply today - It begins with YOU Some of your duties may include : Systems Analysis: Conduct in-depth systems analysis for development of Paid Leave & WA Cares, including analyzing current and desired state of the system, mapping work activities, and evaluating technological changes. Requirements Definition: Perform business and technical requirements definition, document business requirements, and translate them into the backlog with acceptance criteria. Support Division Staff: Provide orientation, answer questions about tools and processes, and explain IT tools and technologies to nontechnical staff. Conflict management: Mediate disputes, manage and resolve conflicts and disagreements; be positive and constructive to minimize negative impact. Data Analysis: Identify and analyze system data inputs and outputs to assist with troubleshooting system anomalies and requirements definition. Knowledge and Skills Development: Stay current with new/emerging technologies and participate in job-related training for personal growth and to support the agency's mission. Problem Solving: Address complex issues such as finding early development issues, ensuring business needs are met with technology solutions, and designing application integration with business processes. Decision Making: Make independent decisions on balancing workload, determining priorities, and researching IT solutions after assessing business needs. Qualifications Bachelor's Degree in Computer Science or closely related field AND three (3) years of IT experience performing business and systems analysis, system requirement definition, and/or system documentation OR A combination of education and/or relevant IT experience totaling seven (7) years. AND Demonstrated experience troubleshooting malfunctions and failures of highly complex applications and systems and participating in defining mitigation and resolution strategies. Preferred/Desired Qualifications: Professional certifications in business analysis. Experience with Microsoft SQL. Experience with Azure DevOps (ADO). Experience applying the Business Analysis Body of Knowledge (BABOK) techniques. Experience working in an Agile Environment.
