CEMML is a research, education, and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development opportunities to support resource stewardship.Job Description:

Environmental Analyst – NEPA positions are available with the Colorado State University Center for Environmental Management of Military Lands (CEMML). These positions will provide NEPA/Hawaiʻi Environmental Policy Act (HEPA) review, analysis, documentation, and project coordination support for U.S. Army Garrison Hawaii (USAG-HI). The positions will be located at either Wheeler Army Airfield, Schofield Barracks on Oahu, or Pōhakuloa Training Area on the island of Hawaiʻi.Responsibilities:Perform all aspects of the NEPA process to ensure regulatory compliance.NEPA/HEPA document review and analysis, including reviewing draft and final Environmental Assessments (EAs), Environmental Impact Statements (EISs), Programmatic Environment Assessments (PEAs), Record of Environmental Consideration (RECs), and related technical documents.Participate in public meetings and Native Hawaiian consultations.Coordinate with an interdisciplinary team at USAG-HI and other agencies to gather environmental information needed to support NEPA/HEPA documents.Support development and preparation of briefings, presentations, fact sheets, articles, brochures, and program management reviews related to NEPA/HEPA compliance.Administer USAG-HI’s electronic EA/EIS document file library.Required Job Qualifications:Bachelor’s degree in Environmental Planning, Natural Resources Management, Civil Engineering, Policy, Archeology, or related field.Five or more years of technical experience with environmental planning/analysis.Knowledge of applicable Federal and State environmental laws, NEPA/HEPA, and/or Army Instruction.Proven experience writing, editing, and reviewing environmental documents.Demonstrated technical writing ability, clear communication skills, and attention to detail.A thorough understanding of standard computer programs and proficiency in database management.Must have a valid driver’s license or the ability to obtain one by the employment start date.The successful candidate must be legally authorized to work in the U.S. by the proposed start date.Preferred Job Qualifications:Master’s degree in a related field.Experience with environmental regulations.Experience preparing or reviewing Environmental Impact Statements.Experience with agency coordination and public participation in the NEPA process.Diversity Statement:
