Public Service Manager 2 - Administration for Professional Licensing

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as the Bureau Chief over Administration within the Professional Licensing Division at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration. The Professional Licensing Division is responsible for issuing licenses, fielding complaints and overseeing the investigatory/disciplinary process. This position will be located at 6200 Park Avenue in Des Moines.

Applicants should have a proven track record of completing tasks on a strict deadline, experience working with diverse populations, work well in a team environment and have a desire to learn rules for various professions.
Desired skills and abilities include:Administration - Plan, organize, control, and effectively direct the work of assigned staff.Deductive Reasoning – Apply general rules to specific problems to produce answers that make sense.Problem Sensitivity – Tell when something is wrong or is likely to go wrong.Monitoring – Monitoring/Assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.Critical Thinking – Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.Negotiation – Bringing others together and trying to reconcile differences.Judgment and Decision Making – Considering the relative costs and benefits of potential actions to choose the most appropriate one.Service Orientation – Actively looking for ways to help people.Complex Problem Solving – Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
What You’ll DoYou will be an integral member of our administrative team, providing direct support to the agency’s operations by:Supervising administrative staff, including division level management analysts, an executive officer, and administrative assistants and secretary level staff who provide support to the Compliance Bureau and Application & Renewal Bureau staff.Providing strategic direction and leadership to the division leadership team.Analyzing performance data and division outcomes to align and improve upon strategic objectives across the division.Articulating in both written and verbal format, high-level and detailed information to teams, board members, attorneys, and department leadership.

This is a non-merit position for the Iowa Department of Inspections, Appeals & Licensing.Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.All of the following (a and b):
Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation;A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
All of the following (a, b, and c):
Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation;A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience;A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
