Position SummaryThe Director of Washington Environmental Training Center (WETRC) is responsible for WETRC operations including marketing, enrollment, revenue, budget, facilities, resource allocation, supervising WETRC instructors and staff, and leading WETRC training programs, Water Supply and Wastewater Technology degree programs, and Washington Operators Workshop (WOW) conference. This position reports to the Dean of Branch Locations for Academic and Program Development. The essential element of this position is to build and maintain relationships internally and externally with utilities statewide, state operator certification programs, and industry partners, to ensure the WETRC training program and degree offerings reflect the workforce needs and provide high-quality, accessible training to participants.

ABOUT THE COLLEGE:Green River College's student body is made up of approximately 41% Academic Transfer students, 34% Professional-Technical students, 15% Adult Basic Education student, and 3% Applied Bachelor degrees. Green River College has four campuses, including the main campus in Auburn, Washington, with satellite campuses in Kent, downtown Auburn, and Enumclaw. Green River programs serve high school graduates, Running Start students (dual enrollment in local high schools and the college), those seeking retraining for the workforce, international students, students learning English, and Continuing Education students. Green River's service areas are increasingly ethnically diverse, comprising African Americans, African immigrants, Asian Americans, Asians, Latinx, Native Americans, Pacific Islanders, and Middle Eastern Americans, among other communities.

Position ResponsibilitiesWETRC Training Program:

Develop and manage a variety of degree and training programs, including contract and open enrollment options, focusing on water and wastewater operator certification, management, apprenticeship, and related areas.

Develop curriculum for program courses and teach select workshops, depending on expertise, approximately four days per month.

Engage in procurement, scheduling, and review processes to enhance program development and delivery.

Utilize data including but not limited to client/participant feedback to improve training program performance and efficiencies.

Ensure training programs and curriculum adhere to industry standards and achieve regulatory compliance.

Provide Train the Trainer workshops for instructors.

Recruit, supervise, and evaluate training and instructional staff, fostering a collaborative and efficient workplace.

Recruit and retain students through the degree and certification programs in addition to establishing an alumni system for WETRC.

Implement technology into curriculum/program development to create better teaching and learning experiences for both instructor and students.

Organize and lead the annual Washington Operators Workshop (WOW) and other relevant conferences.

Conduct ongoing market analysis to meet utilities’ training needs to guide program development opportunities and continue to improve the quality of the training.

Administrative:

Direct strategic engagement activities with utilities, including proposal writing and negotiations, to secure funding and support.

Maintain active working relationships with local, state (Department of Health, Department of Ecology, Department of Labor and Industries) and national industry organizations.

Lead the WETRC Advisory Board to build and maintain strategic partnerships with educational institutions, industry experts, community leaders, and regulatory bodies.

Oversee the scheduling and operational aspects of these training programs.

Collaborate with departments within the college to support the college operations and initiatives.

Design and implement targeted marketing strategies to promote training programs across diverse audiences.

Provide supervisory support to WETRC staff including hiring, supervising, mentoring, developing, training, evaluating and holding staff accountable for performance.

Mentor staff and facilitate their professional development through targeted training opportunities and assessments.

Collaborate with the college regarding emergencies and inclement weather.

Assist the Dean in managing and overseeing enrollment, budget, facilities, and resource allocation to align with institutional goals.

KNOWLEDGE, SKILLS, AND ABILITIES:

Extensive experience in utility infrastructure management with a preference for knowledge in public drinking water, municipal wastewater, and stormwater systems.

Strong project management capabilities, including experience with budgeting and cost control throughout project life cycles.

Effective stakeholder engagement skills with a proven ability to meet expectations and strengthen partnerships.

Demonstrate professionalism and initiative.

Exhibit effective planning, organizational, and decision-making skills.

Demonstrated leadership in managing diverse teams within a collaborative environment.

Excellent organizational, leadership, and communication skills; proficient in Microsoft Office and ability to learn required software systems.

QualificationsMinimum Qualifications:

Certified Operator: Washington state Level 3 or above operator certification in water or wastewater industry.

Bachelor’s degree or equivalent combination of education and work experience.

Minimum of five years in water and wastewater management with a track record of successful program implementation.

Preferred Qualifications:

Understanding of regulatory compliance and educational standards.

Certifications as a Washington level 4 water or wastewater operator.

Three years in a leadership role.

Proven experience in designing and leading state-approved training programs within the environmental or utility sectors.
