About Us:The mission of the
Washington State County Road Administration Board (CRAB) is to ensure the success and accountability of all Washington county road departments.
The transportation systems owned, operated, and maintained by the state's 39 counties include almost 40,000 miles of roads, 3,300 bridges, and four ferry systems. The annual county road department budget exceeds $1.2 billion per year, funded by local property taxes, a share of the state motor vehicle fuel tax, federal and state grants, and other sources.
What you will be doing:Managing the Federal Fund Facilitation Program (Program), you will provide the technical assistance needed by local governments and Tribal Nations to navigate the federal system, pursue road and bridge grant opportunities, and maximize the federal investment made to the road infrastructure of Washington state.
You will assist all agencies and Tribes eligible to participate in the Program with obtaining federal grants for capital improvements to roads and bridges within their jurisdiction. This requires your expert-level knowledge and understanding of: Washington state federal transportation policy and programs; strong presentation skills; ability to collaborate with local governments, Tribes, and other State entities such as WSDOT Local Programs and the Public Works Board; expert level grant writing knowledge and experience; expert level knowledge of the research, writing, and presentation of transportation related studies and the ability to communicate and present the findings of the study to various entities such as the public, local agency legislative authorities, Tribal governing bodies, the CRAB Board, and the Legislature.
You will be responsible for developing and maintaining an organizational culture that promotes the practice of respect for people, openness, trust, safety, transparency, collaborative problem solving, managing data, and incremental continuous improvement with an emphasis on coaching and mentoring to intentionally practice teaching, questioning, listening, suspending assumptions, supporting and encouraging, observing, empowering, appreciating and inspiring staff and county road partners.Duties
Some of what you'll do includes:Research all federal grants that can be used for the purpose of road and bridge improvements.Research all state grants that can be used for funding match on federal grants.Assist participating agencies with the early and continuous coordination between local government and community stakeholders and with regional and state or third-party implementation partners to ensure projects are set up for success.Utilize expert level knowledge of state and federal transportation planning requirements to assist participating agencies with the preparation and completion of required planning documents for grant applications.Utilize expert level knowledge of state and federal transportation studies necessary for various grant applications to assist participating agencies with the preparation and completion of required studies for grant applications.Represent CRAB and make presentations utilizing expert knowledge to various local agencies and Tribes about the program and the services it provides. These presentations may be in front of the agency's governing body requiring the presentation to be made outside of typical office hours.Plan and execute outreach to eligible public agencies and Tribes regarding relevant opportunities and keep track of various entities' funding needs.Make presentations at various statewide and national events and conferences about the program.Review the program and make recommendations to the Deputy Director and Executive Director to improve the effectiveness of the services provided.Prepare report(s) and presentation(s) on program status, effectiveness, and recommendations of modifications. Said reports and presentations will be for CRAB executive management, the CRAB Board, State and Federal partners, the Governor's Office, and Legislature.Prepare all position descriptions for any staff positions assigned to the Program.Conduct all evaluations of staff positions assigned to the Program.Qualifications

REQUIRED:Minimum of ten years of experience as a grant writer, transportation planner, or similar field.
