Job Responsibilities
With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
This position is located at the Department of Mental Health, Patrick B. Harris Psychiatric Hospital, 130 SC-252, Anderson, SC 29621.
As the Director of Administrative Services (COO), working under the limited supervision of the Hospital Director (CEO), you will direct and coordinate all assigned administrative and support services at Patrick B. Harris Psychiatric Hospital.
Responsibilities for this Program Manager II
include but are not limited to:
Responsible for the administrative and logistical support of the hospital. Provides supervision, direction and assistance to assigned management staff. Reviews the performance of assigned department directors and the services provided by their respective areas. Management positions directly supervised by the COO Include the Directors of the following departments: Business Office, Nutritional Services, Physical Plant Services, Computer Services, Admissions & Discharge, Environmental Services, Legal Processing, Volunteer Services and Administrative Assistant I for COO.Accountable for the preparation of the facility's annual budget. Ensures monitoring of internal expenditures for facility operations. Makes budget adjustments when appropriate and/or requested by SCDMH officials or Hospital Director. Has approving authority for the facility's expenses. Seeks ways to manage costs while striving to maintain the highest level of patient care permitted in relation to the facility's budget appropriations.Provides leadership to the hospital by serving on the Executive Committee and Management Team. Serves as Administrative Officer On-Call (Acting Hospital Director) on a regular rotating basis with other facility senior management staff, upon appointment by the Hospital Director. Using Independent judgment, notifies appropriate SCDMH officials and/or Hospital Director, regardless of the hour day or night, of major events requiring a response beyond the capability of the facility or which may result in news media attention.Provides leadership and direction in the development and revision of SCDMH directives and facility policies and procedures. Reviews assigned policies regularly to evaluate for compliance with federal, state and voluntary hospital licensing, accrediting and certifying agencies (i.e. HCFA, DHEC, JCAHO). Works closely with department directors who report directly to enhance and refine the policies and operational procedures within their respective areas on a continued basis.Prepares and/or drafts pertinent regular, routine and special factual reports regarding hospital services and/or occurrences at the direction of the Hospital Director or appropriate SCDMH officials (i.e. survey responses, annual reports).Makes recommendations regarding improvements to the hospital, including any constructive or renovative projects. Serves as the hospital representative for the request and expense of Annual Permanent Improvement Project (APIP) funds through SCDMH. Reviews the requests for new and replacement equipment purchases. Directs the preparation of applicable feasibility studies or reports. Endeavors to ensure that all purchases are processed within SCDMH and state procurement guidelines.Minimum and Additional Requirements
A bachelor's degree from an accredited college/university and relevant program management experience.Preferred Qualifications
A master's degree from an accredited college/university in health care administration, management, business administration, or a related field.Additional Comments
The selected candidate must have a thorough knowledge of the principles and practices of hospital administration. Must be skilled in the areas of fiscal management, procurement and personnel. Must be capable of effectively communicating with staff members, hospital patients and the public. Requires well developed supervisory skills. Position requires travel on occasion. Must have manual dexterity. Ability to ambulate/move around freely. Must be able to work at a facility which services mentally Ill patients In an In-patient hospital. Must be able to work with repetitive unusual patient behaviors.
